An Infiimon imp for Voter. A few days since the Democrats claimed to have discovered by acci dent, a letter alleged to have been written by Garfield to a man named Morey, favoring Chinese cheap labor. The signature at first appearance was like that of Garfield, but it was at once pronounced by Garfield to be a forcery. A dispatch of the 23d says that of 50 bankers all but two pro nounced it a forger-, on comparison with Garfield's original signature, and the two declined to express an opin-1 ion. As there is much inquiry as to the ' qualifications of voters, at the present time, wo submit the following as a j nummary of the law on that subject: Every male citizen of the United States, and every foreign-born male person who shall have declared his intentions to become such citizen one year prior to the election, is entitled to vote, provided he is twenty-one years of age, and has resided in this State six months preceding the elec tion.
