THURSDAY, A P R IL 38, i v w WPA Inquiries Run Into Snags In v estig atio n s of Politics and W aste R esisted by New Deal. A dministration efforts to prevent a full and fair bi partisan Investigation of WPA waste and political Irregular ities a re called th e biggest blunder thu s far In the New Deal's election- year activities. Prom inent Democrats have expressed disapproval of any sup pression of facts. In less th an th ree y ears more th an $7,000,000.000 has been si>ent for relief by the Federal Government alone. Almost $10.000,000,- 000 has been allocated for relief p ur poses. These huge sums have been disposed of by President Itoosevelt and hla as sociates. T h e work h as been directed alm ost exclusively by New Dealers chosen largely for tlieir loyalty to the p arty machine. Allotments of money, It is charged, have been governed In many Instances by political considera tions ra th e r th an by th e needs of indi viduals and communities. Robinson Uses Strategy. When a Senate committee recently reported favorably a resolution calling for a general Investigation of WPA the report was hastily recalled. Sen ato r Joseph T. Robinson, New Deal leader, arran g ed for th e appointment of two additional New Deal Senators to the small committee. Another resolu tion was d raw n up, In milder form. It Is not anticipated t h a t the result of an Inquiry so constituted will be eith er Im partial or useful. Even w riters friendly to th e Roosevelt adm in istra tion criticized the Robinson strategy. Senator Rush D. Holt, Democrat, of West Virginia, has made half a dozen speeches on th e floor of th e Senate, in one of which he d e c la re d : “1 charge th a t WPA in the S tate of West Virginia was built for a factional political machine." Calls Inquiry “ F raud.” He denounced WPA methods In his S tate ns a disgrace. He suld th a t some of the needy were deprived of aid be cause of th e w aste of funds by and among politicians. Upon repeated de m ands for an investigation o f his charges, H arry Hopkins, WPA Admin istrator, sen t his own ag en ts to West Virginia. No Irregularities w ere re ported by these Investigators. S en a to r Holt challenged th e rep o rt as a “farce" and a “frau d.” He said th a t sending Hopkins agents to make an In vestigation of WPA w h s like sending “Baby F ace Nelson to investigate Dllllnger.” Charges of misuse of relief funds In Pennsylvania have been made by Sen a to r J a m e s J. Davis, o f th a t State. F o rm er Governor Pinchot of P ennsyl vania had previously made charges In writing and over the radio. S en ti ment In opposition to the methods of the Committee and of th e Federal Communications Commission was crys- talized by tw o addresses delivered r e cently over the radio by Jo u ett Shouse, President of the Liberty League. In his address on th e “ Right of P e ti tion” Mr. Shouse asked listeners who wished to he aligned with th e defense of constitutional liberties to Join In a national petition of protest. So great was the response by mall and tele graph th at printed petitions were pre p ared and distributed. T h e text of the petition follows: “ We. th e undersigned citizens of the United States, protest against the high handed actions of th e Senate Lob by Investigating Committee and of the Federal Communications Commission In the wholesale seizure, without a u thority. of p rivate telegram s of Indi viduals and organizations—even mes sages between husband and w i f e - bees use: "1. Sucn action Is sn outrageous vio lation of th e C onstitution of the United States. (Amendments. Article IV. Bill o f Rights ) “2. Such action violates fundam en tals of decency as we have known them In this country since th e Amer ican Revolution. "3. And. because.
