Day of Reckoning States and local communities hare seen their local ¿prom inent expenditures increase 7.5 in the fire-year »•riod from IM S to IM S ; in the same period the net Indebtedness of the states and municipalities has in creased by 43 per cent. Obviously, states and municipalities have been un- ih l e to find methods to raise the money with which to nwet demands. Nearly 80 per cent of current state and local expenditures go to education, health and welfare programs. Nearly one-third of all state and local rev enues are derived from property taxes, 4« p e r cent from f taxes and fees, and about seven per cent from personal and corporate Income taxes. Total state and local government outlets are cur rently running at a rate of |7 0 billion annually. The Federal Government furnishes about 14 per cent of the funds needed for local activities through grant systems or federally-administered welfare programs. Obviously the states w ill have to find some means ot obtaining additional funds or to cut back the financ ing now performed by local governments. One possibility which seems destined for debate Is the Administration’s proposal to share excess federal tax revenues with the states. Quite a few members of Congress, and many other persons, feel that the same end could be achieved If excess Federal revenues were applied to the national debt, and to further Federal tax reductions.
