Any commonwealth is constantly in need o f better legislation. No set of laws are complete and never can be so long as people are advancing and developing new ideas and new ideals. Not all new legislation is freak legislation although it is apt to be judged as such by a certain class in each community. But this is not the fault o f the law s nor o f the law-makers. As a people advance there will always be a certain class who refuse to keep in the van o f progross and to them anything new is folly. However these same people five or ten years ago ridiculed the same laws which they uphold to day; which goes to show that their judgment o f present-day legislation is not a very good crit >rion o f those laws’ virtues or defects.
