Ci—The child labor amendment to the federal constitution apparently has been defeated, for the Bit I omb I- The legislatures of J» states have taken unfavorable action on the amendment which would give the fed eral government power to forbid em ployment of anyone under 18 years old tn factory, store or on the farm. To be enacted the amendment had to be ratified by three-fourths of the 48 states. Thus 13 negative votes meant defeat. Advocates of the amendment will not consider them selves defeated a», according to all precedent, constitutional amendments are pending until ratified, the prohi- bittou, amendment being the only one ever passed with a time limit tor rati fication.
