of three responsible and d isin ter est­
ed c itizen s of P ortland, w as directed
to in v e stig a te the* truth of ch arges
that w ere made In anonym ous c ir ­
culars w hich were w id ely distributed
In Portland. The in v estig a tio n w as
undertaken at Mr. Bourne's request,
because the ch arges were o f such a
nature th at, If true, a moral Issue
would be Involved In the co n test for
the senatorship.
The men
appointed were all
strangers to Mr. Bourne, he never
h avin g m et one o f them prior to the
tim e th e in v e stig a tio n w as un d er­
taken. Two of them h e -n e v e r met
u n til after the com m ittee had com ­
pleted its in v estig a tio n . It ia know n
that One or tw o m em bers o f th e com ­
m ittee entered upon the in v e stig a ­
t i o n , w ith im pressions
un favorab le
to Mr. Bourne. The re|»ort is th ere­
fore w ith ou t bias in h is favor.

questioned every person who cam e
before it but sou ght out every per­
son who could be located w ho pre­
tended to know a n y th in g
of
the
facts.
Many persons
were
found
w ho had heard the rumors, but none
who knew the accu sation s to be
true.
On the other hand, a num ber of
prom inent men w ho were frequent
v isitors at the Bourne headquarters
and who would have seen Improper
con d ition s If any existed ,
testified
that they saw n oth in g wrong. Men
w ho lived In the Bourne headquar­
ters refuted the stories
that had
been told by B ourne’s political en e­
m ies.
