A t the request o f the late Senator Dolph in 1592 the w riter contributed an article upon the subject of N ation al Irrigation; its relation to the semi- arid region of T h e W aiting Em pire, of O regon; w hich was incorporated in a voluminous report to congress, and—never afterw ards heard from. But at least the subject is alive; and has been brought prom inently before the country once more in proceedings of the Wichita congress recently ad journed. T he m idnight assassin could do no more cow ardly act than w as once attem pted by an Oregon assem bly to cede to a gang of pirates con trol of the w ater sources of C rook, W asco, Sherm an and other counties. T h e bill was passed in the dead hour of night. • • • W e agree w ith Gov. McCord of A rizona, that every m an w ho be lieves in the perfect developm ent of this country should support a N ation al system of irrigation. T his is the only w ay the vacant spaces in the national domain can be rounded out and our country made sym m etrical. Should this great governm ent take hold and carry out such a wrork, w hich it m ight do and never feel the cost, even if it required $200,000,- 000, the m ighty semi-arid and arid regions o f the west and south-west, which contains such vast areas of now useless land, would become a veritable paradise. W ith a N ational system of irrigation millions of peo ple from the east w’ould find homes m which peace ami plenty would reign. Give these lands to the states and territories under the C arey law; w hat follows?
