R vlk 9. Every ordinance bill shall receive three readings, prev ious to its being passed. The presiding officer shall give notice at such reading whether it he the first, second or 3d. If the bill shall be objected to on its first reading, the presiding officer shall immediately state the question to be, “Shall the bill Ive rejected?” If no objection be made, or if the ques tion to reject lx? lost, the bill shall be read the second time at once. The final question after the second reading of every bill shall be, “shall the bill be read a 3d time!” No amendment shall be received for discussion after the third reading of any bill,but it shall be in order, before the final passage of any such bill, to move its commitment under special instructions. After the third reading of the bill the presiding officer shall state the question to be, “ Shall the bill pass?” The recorder shall call the roll ar.d enter the ayes and nays in the journal. R ule 15. After the passage of a bill, the question snail be stared to be, “ S h a l l the title of the bill be the title of the ordinance!” R ule 16. The recorder shall num ber the ordinances as passed, every ordinance receiving the number to which it is entitled. R ule 17. All ordinances shall be signed by the mayor and the recorder before being published or posted as required by the charter. R ule 18.
