Horses are so scarce that there are not enough to make races at small fairs at a price fair boards can pay. Actors in tight pants have absorbed the racing money with their antics that are foreign to the cattle raising business. Thirty years of dog racing has serve i to put most county fair grounds in good repair which they badly needed in 1930.
