W hen individuals find they are g ettin g u npopular they begin to am end th e ir conduct o r else they challenge som e one to a duel, by w ords o r wea|x>ns. E ith e r m e th od is a so rt of adm ission of guilt. We hope the w heat g ro w ers do not feel guilty. Some th in k they should because they get so m uch federal m oney. But th at is in lieu of land laid aside and m ust be considered in p art a penalty paym ent for abysm al ignorance by th e federal g overnm ent. A ny one o r any go v ern m en t th at would in stitu te the jxdicy of p u t ting a subsidy on a su rp lu s crop should have to pay and pay. And it is. If fa rm e rs expect to regain th e ir fo rm e r im portance to the econom y of this c o u n try they w ill probably lie disappointed.
