It was made by men familiar with election procedure, not by the many to whom voting is an occa sional bit of interest to be indul ged in in the same spirit us one visits the $2 window at the race tracks. Trouble is that we have made our elections a sporting event and our candidates auctioneers of the public wealth. We have encour aged all to vote without firs t en couraging them to l>e informed. The committee’s general recom mendations include a reduction in . the number of elections. That is very good. The committee re commends a shorter ballot by ap pointment of some officials. That is not so good, for by shortening the ballot it would also shorten the extent of citizen participation in government. Certainly something diould be done to tighten up the Oregon law regarding election expendi tures. We w ill never know how much was spent to elect Wayne Morse, for instance. The commit tee statement that all funds should be channeled through one source Is good—and perhaps that source should l»e made responsi ble. We doubt If much simplifica tion of election procedures is ad visable. Whether a voter sign < one poll book or two isn’t so very Important.
