If passed, will do away with the rural school lx>ard and substitute therefor a county educational board. This new Istard will have power to appoint the school superinten dent and fix his salary, perform such duties and services as the needs of the county educational district require, appoint other needed personnel, makes rules fot adm inistration consistent with the rules of the state office, prepare an annual budget and levy taxes, make an annual w ritten report. It may establish a center for co operative purchasing, hold an an nual convention, provide educa tional services to local districts that cannot be provided by them. The l»oard will raise money on a county basis and first pay the county superintendent. It will divide the money on a per pupil basis except that In an emergency It may give additional funds up to $14 000 per school room to dis tricts unable to get along on the regular furnls. • Purpose of the hill, apparently.
