KANSAS PLAN
Some discussion has been bad
recently about the so-called Kan­
sas plan of obtaining better infor­
mation about legislation for the
legislators who have the duty of
making laws. In fact, a similar
plan has been proposed by the
governor of Oregon.
/
In Kansas, according to stories
written about it, a group of mem­
bers of each house are chosen to
serve on sort of an interim com­
mission which meets every three
months to study legislation that
may be needed and directs the
study of proposals made for the
change of existing laws.
There is much merit in the plan
with little expense if it be hand­
led properly. It is doubtful if
the members of the commission
or whatever the legislative group
would be called, would be able to
convince a majority of their fel­
lows that all their schemes were
good, but at least, there would be
a small body of legislators who
were informed on current prob­
lems.
Perhaps - the most important
part of the Kansas plan is that
an agency would be established
to study methods of government
and gather information about
how different proposals worked
in other states and under differ­
ent conditions.
It is possible that there will be
such an interim commission in
Oregon for the next biennium
which will not be entirely new
for nearly every session passed
resolutions making interim com­
missions to study different things.
All might well be put together
and given to a larger group s<
that there could be some coopera­
tion between these commissions
A cursory knowledge is suffic­
ient to name several problems in
Oregon that need deep legislative
fetidly before 1941. One is “-the
pilot problem that was just vetoed
by the governor; one is the prob
lem of what to do about the cut­
over and burned-over land in the
western and coast counties of the
state; another is the tax problem,
new under some sort of revisal
by a house committee.

John McDermid died in Portland
Saturday from a heart attack. Mr.
McDermid was one of the pioneer
farmers of Sherman county who
w ill’ be long remembered for the
many acts of kindness performed
during his life among us.
W. A. Tate and wife of Rufus
were pleasant callers at the Obser­
ver office on Farm Bureau day. Mr.
Tate said that the Port of Rufus
was only sleeping and that shortly
steps would be taken to put this
matter to a successful conclusion.
Born to Mr. and Mrs. Dell Ben­
son on February 21, an 81 pound
daughter. The little stranger has

A bill to change the date of the
primary election from the third
Friday in May to the first Wednes­
day in September has the backing
of at least 20 senators and is be­
lieved to have enough support in
the House to insure its passage.
Governor Sprague has aho endors­
ed the measure a* one designed for
the relief of office seekers as well
as the voters inasmuch as it will
materially shorten the time of
political campaigns.

While there does not appear to
be any likelihood that the lawmak­
ers will attempt to wipe out the
milk control board there is much
sentiment for seme changes in the
milk control act. One measure
which has already passed, the
House would confine the operation
of the act £o the larger cities of
the state. Senators Mahoney and
Chaney who are sponsoring a bill
to abolish the board have announc­
ed that they will carry their fight
to the people if the legislature
turns it down.

February 19th, for the 16th con­
secutive time at the home of the
former. Those present Included:

Plans are being made for three
one-act plays to be presented by
the Kent grange, March 11th. Play
practice will commence this week.

a duly organized county of the State of Oregon, is the owner and
holder of certain certificates of delinquency issued on the 1st day of
October, 1938, to jsaid county by its Sheriff and Tax Collector, Said
certificates, in the aggregate amount of $18,881.89 and numbered
from, 1 to 217, bfcligde all the leal properties appearing on the tax
rolls of Sherman ^Coantj^ on October 1, 1938, the date of the issuance
of said certificates *jif delinquency, upon which taxes have been de­
linquent fbr fhore (bun three years from the earliest date of such
delinquency and two annual instalments of such delinquent taxes
have not'been paid tn compliance with Chapter 6, Oregon Laws, Spec­
ial Session, 1935, as amended by Chapter 96, Oregon Laws, 1937,
and against which no other valid and subsisting certificate or certifi­
cates of delinquency are outstanding. The total amount shown by
said certificates of delinquency to be due and owing against each
parcel of real property described therein includes all taxes, 1937
and prior years, which were unpaid and delinquent at the date of the
N uance of said certificates. Such certificates ao. issued to said coun-
