U N FEBRUARY 10, 1939 PENSIGN TAX It is being generally said by those who study the matter that the state has three courses open to it in handling the tax-relief problem. It may vote new taxes and give added funds for pensions and relief, it can cut the suit to fit the cloth and give what money it can for relief or it can create a deficit and follow the federal gov ernment into that devious process of getting with out arranging to pay; sort of an open account at the store with no definite due date. A few days ago the temper of the legislature was in favor of finding some new tax that would raise the money that is wanted. Now there is a different trend of thought more in favor of curtailing expenditures within the present budget. There may be other trends —and probably will be—before the question is definitely settled. It now appears probable that the weys and means committee will be able to increase the funds for re lief by holding other appropriations down. Last biennium 116,000,000 was spent for relief and pensions this year the governor held the budget down to 822 million and it is likely that about $191 million can be spared for that purpose from other appropriations. The counties say they need more than this because many of them cannot raise their share. Figures, of course, may be en tirely wrong at this time of the session, but the general picture will be somethnig like the above. The question arises; shall the legislature pass a aales or gross income tax specifically designat ing t for relief in order to raise the needed money for the state and the counties. Presuming that half of the 6,000,000 that might be raised would be returned to the counties for school and relief purposes—de creasing the property tax thereby —would that be a better policy than to stay within the limits of the other tax incomes? During the next biennium we spent sitxeen million, now there is a demand for thirty million, next session will be sixty million of the higher appropriation is made this time. Taxes paid out must be taken from the people whether they are raised from property, income or sales. If a sales tax were passed by the law makers and then de feated in an election it would prob ably mean a special session of the legislature. If no new taxes are passed and the relief situation grows worse, especially in the cities, it may mean that the legis lators will be called back. It is daily prophesied that there will be a special session before 1941. This discourse ha? led to no de finite conclusion for there is not er.ough information at present to make one justified. The decision will not be made until the ways and means committee says how much money will be available. Then the taxation committee will have to raise some money or con- convince the pension minded mem bers that there is already enough in the pot.
