Tha de partment of agriculture is theirs and is for them alone- Of the nearly $300,000,000 spent in 1931 by the department $174,000-- 000 was snent for roads. $50 000,000 was spent for drought relief and the states drew another $14 000,000 for forest fire prevention, experiment Stations and extension service. The remaining $58,000,000 was spent for various activities not di rectly to aid agriculture. Such things as the weather bureau with its aid to commercial aviation, eradication of bovine tuberculosis, meat inspection, enforcement of the food and drug act, building of forest roads, wild life conservation, etc were responsible for the majority of this remaining sum leaving $23.000,000 for the use of the department for strictly agricultural uses. This is a little over 7 percent of the' total appropriation. Research work that diseoveres new plants, better wheats, cheaper meth- ods of production can only be done by the government. No individual can afford to experiment with plants for he cannot patent his process or plant as in the case with mechanical inventions. If fanning is to advance and keep abreast of bther business governmental agencies must do it.
