So far, McCarthy is the only certiied candidate running in November for one of two coun- cil positions. She gathered 126 certiied signatures and iled papers in June. Residents Herb Florer and Brandon Ogilvie are current- ly collecting signatures. Other residents expressed interest but have not started collecting signatures, city recorder and city elections oficial, Colleen Riggs said. August 30 is the last day for city candidates to ile declaration of candidacy or nominating petition in the gen- eral election. The council will have two open seats this fall, when Wendy Higgins and Melissa Cadwallader term out. New councilors will replace them in January. From living in Cannon Beach and covering local news, McCarthy said she has a “deep background of knowledge” about the city. “I know the issues in town and I thought I would try to contribute my expertise,” Mc- Carthy said. “I’ve probably attended more meetings than almost anyone around, not to mention having written in great detail over most issues.” “I know a lot of people here and I know a lot of their con- cerns,” she added. McCarthy has 50 years of journalism experience, includ- ing covering state, county and local politics; editing Portland area weekly newspapers; and bureau chief in East Mult- nomah County, and being dep- uty bureau chief in Vancouver for The Oregonian. She also wrote about education, health, immigration, homelessness, business, real estate and more. Between writing for pub- lications, McCarthy was an aid to the Oregon Legislature in 1979. In the 1990s, she had various leadership roles, including district 7 governor, within communication and leadership development orga- nization Toastmasters Inter- national. She oversaw 2,500 members in Oregon, Washing- ton and California. In 2007, McCarthy began living in Cannon Beach full- time and became the Cannon Beach Gazette editor. In 2008, she became the South County reporter for the Daily Astori- an, and in 2013 was named editor of the Gazette and Sea- side Signal. McCarthy served on the Friends of Haystack Rock com- mittee and the farmers market committee for several years. Currently, she is on the Coaster Theatre board and volunteers at the farmers market information booth. She has attended numer- ous committee meetings. Finding a balance If elected, McCarthy hopes to address affordable housing and the needs of both tourists and residents. “I’d like to see Cannon Beach retain its village atmo- sphere as much as possible and still have a healthy business sector,” she said. “To do that, I think we have to work together a lot more closely.” A balance between being a destination resort and a com- munity village is needed, Mc- Carthy said, with town forums one potential way to address community concerns. “There needs to be a lot more discussion between year- round residents that deal with the tourism industry and busi- nesses,” she said. “I’m not sure that the great inlux of tourists helps businesses as much as people think.” McCarthy is interested in examining how tourism and arts money is spent. “I think we need to take a look at how we’re distributing the money, in terms of the or- ganizations receiving it and some things the city can do with that money under state law,” she said. To help maintain Cannon Beach’s “village atmosphere,” she would like to see certain design review ordinances en- forced more strictly. Since both Oregon and the county voted to legalize marijua- na, McCarthy said she does not see why Cannon Beach should prohibit marijuana retail, though she would want the stores to meet local design review regu- lations and state requirements. Depending on the ballot initia- tive outcome, McCarthy said she would prefer marijuana re- tail stores to be in midtown or Tolovana and not downtown. McCarthy said she looks at both sides of an issue before making a decision. “I don’t lean in one direction or the other,” McCarthy said. “I would bring a lot of reason to the council.” McCarthy has owned a home in Cannon Beach since 2001. However, she “fell in love” with the town’s small- town atmosphere and proxim- ity to the ocean and forests in the mid-1980s. While living in Portland, she would come to Cannon Beach for the Haystack Arts Program. “I feel like Cannon Beach is my home and probably will be my home for the rest of my life,” McCarthy said. “I’d like to watch out for the people who live here.” Academy opening Academy from Page 1A in opposition of the academy, concerned about funding for other district schools. The district approved the academy, with conditions, in October. Under the condi- tions, the school would serve at least 44 kindergarten and irst-grade students its irst year. More grades could be added over time. In March, the district re- voked conditional approval, stating that the academy fell short on funding, enrollment and a state-approved English Language Learning program. The district refused an exten- sion of the March deadline or to modify or eliminate the conditions. The academy responded that the district “erected arti- icial barriers” to the charter school. One condition required the school have all funds needed for the 2016-17 school year in the bank and a 10-percent contingency, amounting to a little more than $450,000. The Coaster Theatre Playhouse will hold audi- tions for its 2016 holiday production of “It’s A Won- derful Life” on August 8, 9, 15 and 16, at 6:00 p.m. each night. The district did not ac- count for the funding it would provide, Hull said Monday, and it is “not precedent” to have Oregon charter schools come up with the entire irst year’s budget. The academy plans to update its English Language Learning program to meet new state requirements. Cannon Beach Academy was formed in 2013, once community members learned the district would close Can- non Beach Elementary that year for inancial reasons. “When we signed on, we didn’t think we would still be sitting here,” board member Barb Knop said.
