Coun- cilors asked questions and a supporting reso- lution will be consid- ered at the next regular Council meeting on November 3, 2015; • Jeff Hazen presented an annual update of the Sunset Empire Transportation District and its service to Cannon Beach to Council; • City Planner Mark Barnes presented an update of the Oregon Watershed Enhance- ment Board (OWEB) grant the City is pursuing. There is a subsequent property acquisition grant the for which the City can also apply which would cover some of the matching required match- ing funds. The Council agreed to allow staff to continue with the application; • Councilors discussed the recent League of Oregon Cities conference and each described the sessions they attended. All agreed it was worthwhile; • Kucera said he and Riggs had recently attend- ed the Main Street Conference and described RO RO RO RO some of the ideas that came of it • Council discussed the concept of having a street fair or pedestrian mall type of event in the downtown area next year. CITY COUNCIL EXECUTIVE SESSION October 13, 2015 • Council met in executive session pursuant to ORS 192.660 (2) (i) to review and evaluate the employment related performance of the chief executive of any public body, a public officer, employee or staff member who does not request an open hearing. EXECUTIVE DEPARTMENT • On September 30, 2015 the City issued an informal solicitation to 3 consulting firms requesting proposals to lead the affordable housing task group, finalize the affordable housing needs assessment and implement a plan to create affordable housing in Cannon Beach, Oregon. Submittals are due on Octo- ber 30, 2015. • On October 7, 2015 the City issued a request for qualifications to 3 consulting firms for Parks and Trails Master Planning Services. The Parks and Trails master planning effort would address a number of acknowledged issues including designating types of use for each location, developing recreational opportuni- ties at various sites, connecting each location via a robust multi-use trail network, creating an alternative transportation system to the arterial and major collector streets, integrat- ing all beach access points into the parks and trail system, enhancing the overall park program through the use of ‘pocket park’ and ‘streetscape park’ concepts, and developing a landscaping component that emphasizes native vegetation and minimizes maintenance requirements. Qualifications are due Novem- ber 9, 2015. • On October 7, 2015 the City issued a request for qualifications to 3 consulting firms for Wa- ter Master Planning Services and Wastewater Master Planning Services. The City recognizes the need to update their water master plan- ning document, and develop planning to ad- dress a number of acknowledged deficiencies related to water system integrity, redundancy, and emergency operational capabilities. Other improvements are expected to be required for the City’s continued program of retiring old asbestos cement water lines, aging water storage infrastructure, and other system component upgrades. Qualifications are due November 9, 2015.
