ties may Issue bonds for Interstate
bridges and may deduct yearly from

state's portion of the expense of the

8-Hour Bill Is Law.
Without amendment and bnt few
dissenting votes, the so-called eight
hour day bill was passed by tb house
on reconsideration. The bill also pass
ed the senate and waa signed by Gov
ernor West
The bill carries an appropriation of
$7000 for the two 'year between ses
sion of the legislature to take car
of the work of the commission which
Is authorised to have charge. None
of the commissioners are to recelv
salaries, however.
Minimum Wage Bill Passed.
The house minimum wage bill pass
ed the senate and now becomes a law
unless vetoed by the governor.
Stated briefly, the minimum wage
bill provides for a commission of
three to be appointed by the governor,

On the commission Is conferred power
to tlx a reasonable minimum wsge tor
women and child workers, hours of
employment and conditions of labor.
The law carries an appropriation of
$3600 a year.
The law applies only to women and
children. A feature of the law Is that

ployer and employe when complaints
are made.

recting the submission to the vote of
the people, st the next general elec
tion. constitutional amendment
lengthening the session of tb legis
lature from 40 to 60 actual working
days, and raising the pay ot the legis
lators from $3 to $5 a day.

endment be submitted to the vote of

shall be held first session of 20
days, then temporary adjournment,

manent adjournment The reason for
the two Is that It would give legis

with relation to measures submitted.
Referendum Date Is Set.
Day's bill, providing for special
referendum election, to be held Sep
tember 2, passed Uje senste. It In
voked considerable debate, being ad
vocated warmly by Day, Moser,
Thompson, Bean and others and op
posed by McColloch, Miller and Neun
er. Tb bill carries an emergency
clause to prevent tb possibility of
belnj Itself referred.

election Is to prevent Urge projects
like tb Panama-Pacific appropriation,
tb workmen's compensation bill and
good roads and other important pro
posals, from being held up for two
years.
Bull Moose Are Recognized.
The Bull Moose party will be able
to participate In the primaries before
the city election In Portland under
tb provisions ot a bill that passed
tb senate. This bill provldeV that
any poUUcal party casting 20 per cent
of the vote at the preceding eletion
may participate In the primaries. N
The bill also carries an emergency
clause which will allow the participa
tion in the Portland primaries.
The bill was Introduced by Senator
Carson at the request of the Progres
sive party committee.
Industrial Girl's Home Favored.
In the face of an adverse majority
report, the Moser bill providing for
tb establishment of an Industrial
Home for girls passed the senate with
18 votes" In Its favor. It Is amended
so as to provide $25,000 a year tor the
next two years. The institution is to
be lecated on ground now owned by.

a law. The institution is to be con
structed on the cottage plan.
