Hon. Ehhu Root, secretary of state, has just issued letters from the state de partment inviting the ambassa dors and ministers of all nations represented in Washington to participate in the coming Third Congress of the Dry Farmers, and all nations having districts where the rainfall is slight and where irrigation is impossible, will be urged to send delegates to attend the congress and to study there the methods advo cated by the western farmers, who have been mastering the problem and Who have already "made good." The Third Congress will open in ; Cheyenne, Wyo., February 23d next and will continue three davs. Already Algeria, Turkey, Tur kestan, Russia, Australia, New Zealand and Mexico have joined the congress the memberships being in the names of the Agri cultural Secretaries and these countries will probably make an effort to place reports before the congress and to discuss their needs and conditions. Austra lia recently sent Commissioner Strawbridge and Senator James McCall as agents for the govern meht to study western condi tions and the ' so-called "Dry Farming" methods m practice They have just issued a 100-page report showing the conditions reached after comparing Ameri can conditions with those in Australia.
