We read a part of it however and as usual it was flagrantly misconstrued. For fear someone might have read it and gained a wrong impression, we will explain. . In speaking of the Hanking Law the writer in the Times tells the people that if thia law had been made effect ive immediately after its passage a great number of farmers in Eastern Oregon would have be come Insolvent This statement is entirely false. The State Bank ing law wra copied sxr.what after the National Banking Law. The National Banking Law prescribes that no National Bank shall loan to any individual, firm or corpor ation a sum which exceeds 10 per cent of its capital stock. The State Law prescribes that no state or private bank shall loan to any individual, firm or corpor ation a sum which exceeds 25 per cent of the capital stock. How many farmers in this county had borrowed of any state or private bank a aum which exceeded $12, 500? Not one. Therefore the bank had no right to coll in these loans and press anyone to the wall Why was this law amend ed? Simply to help the Ross bank land other such banks that had loaned sums in excess of 25 per cent to their officers or stock holders. This was why the Ross bank kept a secret lobby at Sa lem and as the Oregonjan states kept such as Joinder ready at their beck and call Had this law gone into effect immediately the Ross bank would not have been open 24 hours. , They need ed the amendment and they got it The law was not amended to help the people but to give some of the pusillanimous, grafters time to get their shady deals straightened up. Don't let "Joinder's" paper give you the wrong impression but look into the matter for yourself. Geo. B. Bourhill for State Senator and D. R. Parker for District Attorney signifies that the people of this district may feel assured that their interests are in the hands of men who will fulfill the requirements of the law and see that the people have a fair deal On next Friday at the polls the voters of this district are to be the judges as to whom they wish for their Senator and District Attorney.
