President Roosevelt has out lined his ideas regarding financial legislation as they will be brought out in his message to Congress. These plans and suggestions were brought out and discussed a few days ago with Mr. Bryan, the probable Democratic nominee for the presidency, while making a calLat the White House. The two great leaders of opposite parties were very complimentary to each other and for once, it is said, agreed on each others rem edies for the financial situation, The plans, as are to be suggest ed by the President, will pro vide for an emergency bank note circulation, which will exist when there is an emergency, and not cause an inflation at times when no real stringency confronts the the financial world. It is to be air elaboration of the currency portion of last year's message but only more to the point re garding legislation. The Pres ident favors an asset bank note currency, in the form of ap proved securities, put aside for adding to the regular bank note currency only in the time of emergency. He will also sug gest a graduated tax, begining at 5 per cent and increasing to 6 7 and 8 per cent on different portions of the issue taken out by a bank. This, he believes, would bring out the needed cir culation in time of stress or to meet the crop movements. Roosevelt favored the plan of the Nebraskan on the idea of Government guarantee on Nat ional bank deposits, which would establish confidence where it is most needed among those "who hoard their money because they fear to intrust it to the banks. iresment itooseveit s idea as made known, is that the Govern ment should not act as a deposit ory of a permanent guarantee fund to meet losses through bank failures, but that it should act as a clearing house to collect from the banks an assessment sufficient to meet losses as they occur, the Treasury first supply ing the cash necessary to give immediate recompense to the de positors at the defunct institu tion. It can be seen that these plans will insure depositors in all National banks of the country against loss by reason of the failure of the banks and will naturally make the National banks very strong institutions in which the depositors can place great confidence and feel secure. Secretary Cortelyou's plan of selling bonds to relieve the finan cial stringency is all right, only the people who have money to buy the bonds don't seem to be the ones who are suffering from tho financial stringency. Turning loose that 60,000,000 cold storage eggs has not result ed in any reduction of price in the real article so far as we have heard. We trust Secretary Taft will be able to get home before his boom is entirely dissipated! When speaking of the working classes, it might be well for the orators to indicate whether they mean those who work for a liv ing or those who work those who work for a living. Mr. Bryan says nine-tenths of the Republicans in the country are really Democrats. Possibly this can be verified, the very next time a genuine Democrat runs for President After a record-breaking run the Lousitana delivered ten mil lion dollars in gold at New York last week, but a good many of us are still waiting for our "ship to come in." Even an off-year election makes a lot of work for the men who try to figure out what the results signify.
