The bill had the support of Administration Congressmen and semiis to be the only solution for this question. By the creation of the new Jud icial District, Senator Bowerman created what was far more ad van tagnoun to him, an opportunity of making political trades with can didates for Judge and District Attorney. Taxpayers who pay the expend es incident to the maintance of the new Judicial Dirtrict must gin and bear their new burdens gracefully for In the Senator's opion, its creation wan absolutely necessary to save his politioal hide, The bill providing for abolition of two of the four normal schools existing in Oregon, has been veto od bv Governor Chamberlain. It is hardly urobable that the Legis lature will be able to pass the bill over the Governor's veto and the Normal School graft will continue, as of old, an unnessary drain on the State Treasurary. Was it because Senator Bower man loved Governor Chamberlain and was in full aocord and sym pathy with his recommendations on proposed legislation, that he persistently and habitually voted with the chetf executive on all lm portant questions that were pas sed upon by the Senate or simply because the Senators bill for the creation of the new Judicial Die trict, provided that the new Judge and District Attorney should be appointed by the Governor and control of such appointments would help considerably in strengt ing the Senators political machine in this district.
