In order to un derstand the situation one must delve iuto the political history of this Congressional dlBtrict proceed ing the time Mr. Nolan waa ap pointed register of the land ollice a'. Prior to that time Moody and Nolan were the closest of political and personal friends During the coinpnign of 19(H) when Moody " wai a candidate for Congressional honor, Nolan was hi efficient campaign manager and the victory won by Moody in that fight wai largly due to the efforts of the former. Nolan'a appointment a reenter upon the reoiimmendiitioit of Moody should, of course, be considered at a re ward for the favors of the pant, at least, it could surely give Mr. Moody no un conditional claim to future favors.eBpeciallyjf they were as Mr. Nolan intimites, of a quest ionable character. Without going into the merits of the charges againBt Moody for obtaining pre mature and improper information from the land ollice, we are con strained to believe Mr. Nolan in his assortion that his position as register had never been aggreable because Moody was at all times attempting to dictate his official polioy. By selecting Mr. Nolan for this important, federal position, Moody simply erred in his judg ment of the man. He believed Nolan to be a, man of clay who would obediontly and faithfully dance to the musio of his solfstyled creator whereas a matter of fact Nolan was of an independent nat ure. His oath of oflioe was his first consideration. He preferred to retain his self respect and in dividuality as a man rather than obtain another four years lease on hi position in the land oflioe.
