READ THIS AND JUOCE FOR YOURSELF The two principal changes, proposed by the local option law, which is to be voted on ao the general election, June 4. 1906, are as follows: (1) The proposed amendment to the local option law raises the number of voters necessary to call a prohibition election from 10 per cent to 30 per cent. Reason Unless at leat 30 per cent of the voters in a precinct are willing to pemand an election, it is not fair that the commnnity ahonld be saddled with the eipense. The average popnlntion of a precinct in Oregon is about 250. so that even nnder the increased percent age, prohibitionists would seldom have to obtain more than 75 names in order to call an election. The Ohio local option law reqnires 40 per cent of the voters on a petition before an election can be called. (1) The proposed amemdment to the local option law allows a prohibition election to be called in anv precinct in Oregon, hut prevents the grouping of precincts together, or the gerrymander ing of counties in order that the vote ol several "dry" precincts may smotner the vote of one "wet" Drecinct. Reason It doe not seem necessary to make any argument in favor of this portion of the proposed amendment, The fan It which it seeks to correct was one of the nnmerons deceits of the original local option law, which actually denied local option except to common) tis that voted for prohibition. If we are to have a precinct local option law, let ns have a precinct local option law and stop there. Whatever mav be said for or against the original local optloo la or wha tever mav be said in argument on the proposed amendment to the local option law, one thing is absolutely certain and cannot be denied, and that Is: The nroDosed amendment to the local option law gives exactly equal privileges to prohibitionists and anti prohibition ist.
