Tbe poetoffice appropriation bill, following an imme morial custom, was made the vehicle for a number of speeches today baring no bearing on tbe subject under dis- usslon, but of general interest to the country The right of labor were dis cussed by Towne, of New ork: goods road, by Lee, of Georgia; railway mail pay by Steenerson, of Minnesota, and protective tariff by Ralney, of Illinois. Incident to hi speech on labor, Towne spoke of the increased power given tbe speaker of the house by the rules now in force, lie said tbat, if tbe bouse erer bas it ancient dignity and power restored, it will be after it has vmdi cated tbe right of discussion of all pub lic question. Washington, April 3. The senate committee on appropriation today re ported the urgent deficiency bill with a number of amendments. The proviso is added to the appropriation for dele gates to tbe International Conference of American States at Rio Janeiro, Bra sil, that the delegates shall be appoint ed so that as far as practicable they shall represent the different sections of the country. Senators Long and Allison were under cross ex amination by their brother senators to day on the White house conference on tbe former' court reriew amendment to tbe rate bill. After Long bad spoken at length in support of bis amendment, both tbe railroad senator on tbe Re publican aide and tha Democratic sen ators wanted to know more about it paternity. They scented in it being discussed with the president and hia advisers by a few of tbe friend of the bill before it introduction in the sen ate an invasion of tbe sacred preroga tive of tbe upper bouse. Long and Allison successfully fenced with tbe questionsand refused to divulge what transpired at the conference. Washington, April 3. By a rote of 202 to 26 tbe bouse today passed "tLe national quarantine bill. Tbe bill place the control of all quarantine station, ground and anchoragea nnder tbe secretary of tbe treasury and di rect tbat as soon as practicable after tbe approval of the act he shall select and designate such suitable place for them and establish the same at such point on or near the seacoast of . the United State or tbe Mexican border a in hi judgment are best suited for the same, in order to prevent the introdns- tion of yellow fever into tbe United States. The bill further gives the secretary of the treasury tbe right to establish a quarantine station at tbe Dry Tortngaa islands and at such other points at or near seacoast, not to exceed four in the aggregate, as he deem necessary. Tbe bill carries an appropriation of $500,000. Monday, April 2. Washington, April 2. The amend ment to the house railroad rate bill agreed to at tbe White house Saturday by friends of tbe bill, providing for a limited review of order of tbe Inter state Commerce commission, was offer ed in the senate today by Long, of Kansas, but be was not able to get the floor to make his speech. The princi pal speech was made by Fulton, of Ore gon, who spoke for the bill. It waa a legal argument bearing upon the con stitutional questions involved, and in terruptions were so frequent that the speech amounted to a debate . on law points, where the speaker divided time with tbe a majority of the lawyer of the senate. Nelson, of Minnesota, and Heyburn, of Idaho, made brief speech es on the bill. Washington, April 2. Chief among the measures passed by tbe house today waa tbe so-called "personal liability" bill, which has been favored by the army of railway employe throughout the country, and which practically had a unanimous report from the commit tee. Member of tbe house showed great interest in the measure, and, had a division been called for, the bill would have had an almost unanimous vote. Another measure changing exist ing law. which excited a filibuBtering opposition, waa the bill permitting the fortification of sweet wine and levy ing a tax of 3 cent a gallon on all wine thus fortified. A number of bills were passed under suspension of the rales. The personal liability bill makes each party responsible for its own neg ligence. It also renders void any con tract intended to restrict the liability of the employer for tbe negligence of employes. Saturday, March 31. Washington, March 13. This being war claim day in the house, only those directly interested in the legislation in the private calendar were in attend ance. The house during the four hours it was in session considered and passed 179 bills, many, however, sending the particular claim to the court of claims for adjudication. Previous to taking up the calendar a bill wa- passed granting to the Capital City Improvement company, of Helena, Montana, the right to construct a dam across the Missouri river in Montana. Square Deal In Alaska. . Washington, April 2. The secretary of the interior today Bent to congress a draft of a bill which he recommends to be passed providing that, whenever mineral entries are made in Alaska, six months' notice shall be given instead of 60 days, as at present. Under existing laws it has become a common practice, particularly in remote mining districts, for entrymen to bold off until the mails are virtually-closed by bad weather and then forward their notices to Juneau.
