N During the past eiht years the Globe has been conducted as a strictly independent newspaper in the columns of which all citizens have beea free to express their views on any matter of public im port and tu which it has ever been my aim to acco rd etric tly fai r a nd impartial treatment to all men, whether friends or foes. That this policy has proven a success is evi denced by the fact that the busi ness of the paper has been multi plied by three within the past five years, the plant has been improved and increased and the business has been put on a firm basis. It is proper, therefore, that I should ex press my appreciation of the liber al support which the Condon and Gilliam county public has accord ed the paper without which such a full measure of success would not have been possible. During these eight years I have seen Condon grow from an insignificant country hamlet to a modern interior western city, ad mittedly the best town in eastern! Oregon, and in this development I may be pardoned for fueling that the Globe has taken no unimport ant part. It is because of no loss of faith in Condon nor in the Globe that I am retiring from the business. The future outlook for both was never brighter than at the present time. It is eiuiply a case of having been twelve years in the harness and a i desire for change of scene and oc cupation. That's all. Beginning with this issue of the Globe the undersigned assumes " active management of the paper. Like all new editors, business or professional men, we have our hopes, We hope to make the Globe, as it has been in the past, a "live, up-to-date country newspaper. We will continue to make a spe cialty of fine job printing and Chas. E. Hicks, who ia a first-class job workman, will continue in the em ploy of the office. Now onr the report from New York to the effect that UMiees prompt action is taken by District Attorney Jerome to inrtiet John MeCall and Uamiiton for their eon nectton with the recent insurance disclosures that Coventor Higgtn will employ a special prosecutor and have a special grand jury em paneled for that purpose. Ami why should they not be indicted? Are we living in an age when the e(tak of wealth mean tu.nmnUy from criminal prosecution? Should their social and financial status be a bar to punishment for what they justly deserve? Is man's guilt or innocence to be determuved bv the amount of goods, chattels or money he has appropriated to his use, or is the standard to he whether or not he has misappro priated what rightfully belongs to another? The New York authori ties must choose between the two standards and the public is await ing with intense interest the out come of their decision. The pure fuud bill has again bobbed up sereiely at Washing ton. In substance it provides for federal control of foods, liquors and drugs in the course of inter state and foreign commerce and provides against the importation of such articles which are mis- branded' or adulterated. The strongest and most enthusiastic champion of this bill is Senator Heyburn of Idaho and it is largely due to his efforts that "pure food legislation" has ceased to be re garded by the United States senate as a bill which is not backed by public sentiment and not for the; public welfare. During the last session of congress by the skillful maneuvers of the opposition, it was not allowed to come to a vote and the same attempt has been made during this session. There is now, however, a strong probability that the manufacturing interests will bow to the inevitable and allow a pure food bill of some form or other to be enacted during this session of congress.
