A matter of highest importance to every taxpayer in Oregon ie that of the revision of present tax laws with a view to making all property bear a just an equitable share of the expenses of govern ment. An effort to enact such a law by initiative petition and popu lar vote at the next election is now being made the matter having been taken up by the Willamette Valley Development League which was recently in session at Wood burn. A committee had been ap pointed at a previous meeting to draft a new tax law and the result of its labors, given in brief, fol lows: The penalty on delinqnent taxes will be reduced fiom.10 to 6 per cent and the rate of interest from 12 to 10 percent. The S-ccnt rebate on Uses it to be abolished. The amount of state tax paid by each county will be based on current ex penses. The assessment roll shall he pub lished before being acted opon by the county board of equalisation. Taxes on gross premiams of insurance companies have been raised from 2 to 6 per cent. ' A 1 per cent tax will be levied on the gross earnings of express, telegraph and telephone companies. The state shall he represented at the appraisement of all estates over f 10.000. , Heirs will pay 1 per cent of the amount inherited. Heirs of the second degree of consanguinity pay 2 per cent, and all others 3 per cent, and for soma over $10,000 and np to $100,000 a grad uate np to 10 per cent will he levied. - The governor, secretary of state and state treasurer will be created a state executive council for the determining of all railroad values, bated on reports of earnings and all other information available. - Sleeping-cars, dining-cars oil and tank-cars not owned by railroad compa nies will also be taxed. The bill, it i estimated, will produce an increase from insur ance tax of $20,000, railroad as sessment $40,000, cars $10,000, in heritance tax $100,000, publicity tax rolls $25,000, gross earnings of telegraph, express and telephone companies, $25,000. Total increase, $230,000. The committee suggests the cre ation of a tax revision league to circulate the petitions for the en actment of the law. Puter and McKinley, the notor ious land thieves, who were con victed of conspiracy to defraud the government last spring, but in whose cases sentence was suspend ed for a time in consideration of testimony they gave for the gov ernment in the trial of Senator Mitchell and were expected to give at the coming trial of Binger Her mann, have, since their conviction, proven themslves to be thorough experts in their line of swindling. During the past Summer they have pulled off the biggest deal yet discovered in the annals of land frauds and after gathering in several hundred thousand dol lars they have dropped completely out of eight. If the report thm they were lately seen in Japan is correct it will be well for the mika do to keep his eye on them or he may wake up some tine morning to find that the entire flowery kingdom has been "swiped" bodily by these enterprising gentlemen. A little plat of land like Japan would be a small matter for Puter, McKinley, Ware et al. in The appointment of John M. Gearin to fill the senatorial vacan cy occasioned by the death of Sen ator John II. Mitchell, seems to give universal satisfaction through out the state. Mr. Gearin is a democrat but of the brand that places principle and the best inter ests of the people above party and it is known that in many matters which will probably come before the oresent congress he is ST hearty accord with the general pol icv of President Roosevelt. He is a lawyer of high ability and an orator of more than average force and power. He is a law partner of ex-Senator Simon and it is worthy of note that this law firm has fur nished directly four United States senators for Oregon, namely; Mitchell, Dolph, Simon aud Gear in. The people of Oregon are to be congratulated on having se cured at this time an active sena tor of ability an unquestioned in tegrity. CLUBBING RATES. Information Is wanted concerning the where abouts of one. Harmon H. Enslev. who is about 85 years old, Wi feet in height, weight about 160 pounds, has dark hair, sandy mustache, small twinkling eyes deep sunken in his head. When last seen he wore a black soft hat, dark wool coat, overalls and heavy shoes. He was lust seen driving a foHr-horse team, from The Dalles, Ore gon, about November 15. 1904. His team consist ed of one bay horse with star In forehead, one bay mare small strip In face, fine horses, weight about 1200 pounds. The leaders were a flea-bitten grey mare, branded ' AH" connected on the right shoulder and "B" on the left stifle and a small black mare brand not known. His wagon was a Studebaker make, 3'4 Inch skein, witb side-boards, extension bed, wagon bows and covered witb canvas and had the name "Huddleson & Johnson, Cambridge, Idaho," painted on the side-board. His wagon was loaded with bedstead, chairs, washing ma chine, bedding, pictures, canned fruit, one man's saddle, one lady's saddlo, two tables and other merchandise and a small tin box or safe, In which he kept valuable paoera.
