If Portland grand juries continue to do business and following trial courts make the indictments stick Oregon will either have to enlarge her penitentiary or estsblish a penal colony somewhere. And, come to think of it, if this thing goes on who will he lelt to hold the ollieos and do the business of the city and state. Conditions are fast becoming serious. In the extended reports of the opening of the portage road print ed in the Portland dailies, but scant credit is given to two gentle men, residents of Gilliam county, to whose efforts is largely due the inception, working out of details and final successful accomplish ment ot this imporUnt project. We refer to ex-County Judge W. J. Mariner and Mr. J. A. Smith, of Blalock. Much good black ink is spread in the repetition of the names of governors of distant states, senators, congressmen and other prominent people who. as a matter of fact, had no more to do with the promotion or building of the Oregon State Portage Railway than they had with the construc tion of the Suez canal, while that of Mr. Mariner appears once and that of Mr. J. A. Smith, of Blalock, president of the Open River Associ ation not at all. Vet these men have done more of the preliminary work in the way of showing to the state of Oregon and the city of Portland the entire feasibility of the project as well as its great importance to the commercial development of the northwest than any other half dozen individuals.
