THE GOEIDOi! GLOBE. THURSDAY JWLV 7, f0O4. FARMERS V MAJORITY. &m nr w r has made a cwtnt f the recently elected member of the legislature bsw iliicovered that the farmers are in strong majori ty in that body, as compared with any other clam, tbrre beinR 20 tft lora of the soil and five atockmen among the member of tlx two houses and only 14 lawyer. Five bankers, nine merchants two drug gists, seven lumber manufacturer and tw real estate dtuilcra repre aenj the ro called bueiness inter ests, which combined only makes a atandoffagainst the farmers and Mocktnen, while there is a eprink Jing of doctor, dentist printers, professional office holdera and members of other yocalion. With tbe farmer in such nnm Iwjrsin the law making body it will be interesting to watch tbe course f legislation next Winter and see how many laws are enacted which may reasonably be expected to be nf direct benefit to that class. If the farmers and stockmen who are members of tlw next legislature will get together and initiate and demand the passage of such meas ures a themselves and their fel low all over the state are interest ed in they should be able to accom plish eouiethinsr but it will require organisation and united effort in the interest of the farmer of the entire elate to accomplish much. One matter in which the best ef forts of every farmer-member should be enlisted ia that of the portage road at Celilo-, for to no other class will such. great benefit accrue from the completion of that improvement as to the farmer and stockmen of the eastern section of the state. No matter from what section of the state a farmer has been elected he should urge and vote for the immediate construct ion of the portage because it is a measure in which the farmers, as a class, are vitally interested. Any other action on the part of the farmer-legislator wonld be nothing short of treason to his class. Member of all other vocations stand and work together for the protection of their class interests; why not the farmers? GOOD ROAD TALK. (M. S. Shrock in Pacific Homestead.) "In a general way the roads in Eastern Oregon are not difficult to improve. The soil in most cases packs well and, if properly drained and rolled, the roads would last for years with very little work. If the water in Winter and Spring is al lowed to stand in pools in the mid dle of the road or is allowed to run lengthwise of the wagon tracks for several hundred yard the road does not improve with age. "If the road graders were brought into play a little more and every bit of road well rounded up and then thoroughly packed by using a heavy roller the result would be an agreeable surprise to the land owners and freighter. "Tbe roller is, I think, a vital necessity in making good roads and the time is not far distant when each county, if not each road dis trict, will have a steam roller of no lessthan ten tons weight. I am glad to know that some of the counties already have them. Without the roller the ground does not pack alike over the whole width of the road nor does it pack sufficiently to exclude the water. "If a rut is filled with loose dirt and allowed to pack by the regular process of travel it will only last until the next wet tpell. Either the rat will be filled too full and water will accumulate on the up--per hillside or the rut will.be filled about even with the balance of the road and the heavily loaded wag ons will compress it until it forms, with the next shower, a larger mud bole than the previous one. "A much better and safer plan would be to use the grader and fill all depressions then roll thorough ly until there is no dent or, if there Brutally Tortured. A case came to light tlmt forpersietent ' ami unmerciful torture has per Imp nev er heeii equalled. Joe (J.ilohick, of Colo a, Cal., writeB. Then w grader ain and make the road lightly rounding, lloll again un til every hit of dirt is firmly and evenly packed. If this process is con tin art) until the mad ia well rounded up noamountof water will saturate it as it shed water like cement. Special care must betaken to see that tbe side ditches are open so that no water will be allowed to remain stand. .ig along the road- fcide. "I have seen gravel hauled long distance at great expense and dumped into mudhole in the road when it might as well have been dumped into the river. It is time wasted to put gravel on any road until the roadbed has first been brought to the propeJ shape and thoroughly packed so as to form a firm foundation for the gravel to rest upon. No gravel can pack and form a hard, smooth surface as long as the soil beneath it give or settles, and the only remedy for it is proper grading and an everlast ing amount of rolling. "Roller-laid gravel roads are thus made in some of the eastern states that are almost an exact counter part of cement streets and their wearing xualities are unlimited. After the road bed has been thcr- onghly prepared the gravel is put on in two or three thin layer and each layer is thoroughly rolled. "With the exception of a few places the roads of Eastern Oregon do not need the gravel as the dirt surface, if properly laid and drain ed, wonld suffice for all needs.. This is especially true where wide-tired wagons are used. "I think the present good roans agitation that in manifesting itself all over the United btates i a time ly one. I hope it will continue and increase in proportion until our road are what some of our other institutions are a model for other countries to copy after." Darnae& From Cloudburst.
