If the opin ion and wishes of aueh men bad prevailed there would have been little development of natural re sources of the West. If you cannot honestly commend a new enterprise Hjtrtedingood faith, at least be man enough to keep your mouth tihut and give those striving to bet ter their own condition and help the community a chance. A new president has just been elected in Switierland. His power and importance is so little beyond that of other offiers that three fourths of the Swiss people do not know bis name, and his salary is less than that of any member of Congress, but there is no better governed country than Switzer land. PANAMA. The worst of the Panama bust rtess is the serious doubt that we would have done the same thing had Panama been a British depen dency. A bully may be brave but he is contemptible. International law? recognizes the government which is in fact in control and each nation determines for itself when to recognize the rebel. But a sens' of decency demands that no un seemly haste be made. Haste, in effect, becomes an unfriendly act toward the elder government.. In fr ypura tfaa firiinh, firoyernment Colombia is an absentee landlord as to Panama, and Panama has my sympathies. Rebellion is an effort toward freedom and local self gov ernment. Colombia has been sor did and is open to suspicion of bad faith and of being bought by interests opposed to the canal. 1 have no good word fur Columbia, But a love for Colombia; and I wish if we were to grab the new re public so hastily and tuck it so hastily under the eagle's wing, it hadju8t happened that me had nothing to gain by it. Would we have done it if Panama had been a German colony? Would we have done it had there been no canal question? What does it pro6t a nation if it gain the whole world and lo6e its own soul? C. E.
