writer of the article knew better.
It might aim to added that ouch a
mistake probably would not have
been made had not the writer wait
ed up to the last hour possible to
ubtaiii some reliable data from Gil
liam county which however was
not forthcoming. The county offi
clals of Gilliam county appealed tc
for up-to-date matter in reference
to the county evidenty did not
think it worth while to respond. In
the rush and bustle of waking up
. the paper on the eve of going to
press the error crept in. This. is
the explanation. Perhaps no apol
gy is necessay.'"
This explanation will no doubt
ie acceptable to- tb people of Con
A)n, and thwcwnty in general, so
fir as the Telegram is concern
ed, Jor even newspapers cannot be
expected to be infallible in such
matters if reliable data is denied
tbem by those who possess it Our
county officials whoever of them
was appealed to in this instance
should in the future recognize such
appeals from all reliable newspa
pers and thereby promote the in
terests of the county which they
represent. Newspapers have the
right to ask for such information
and the county has a right to have
it furnished to the purveyors of
news in order that it shall appear
in a favorable light to the public at
large.

OPEN THE COLUMBIA.

bond itself for $5,000,000 to open
the Columbia River to Priest Rap
ids and the Snake to Lewie ton,"
said a prominent railroad man yes
terday. ''It would be the making
of the town, and money ?peiit in
such improvements would return
many times over, lhat would
solve the railroad problem for the
Columbia Valley."
"How do you figure that out?"
''Doesn't require any figuring at
all; plain as a pike staff. Suppose
steamboats could tomorrow run
through from Priest Rapids and
Lewiston to the Portland wharves.
Freight would be carried by water
for 11.50 a ton, and the boats would
make a reasonable amount of mon
ey. The railroads would be forced
to reduce their present charges of
$3 to 13.50 a ton to the steamboat
level or lose the business. They
will make the reduction. The road
on the water grade down the river
could afford to carry freight at that
rate; the road over the mountains
could not. The. result would be
that all the traffic would come
down the river. No railroad could
afford to cary the. immense traffic
of the interior Columbia Basin over
the mountains at a loss. There is
too much of it and a small loss on

discharge all the traffic from the

Competition among the railroads
will never bring abjut this situa
tion of affairs. They love money
better than they do people and they
will get together to maintain rates
though they may be deadly enem
ies on general priciples. But you

put a free river up Into the heart
of the great producing country and
see how rates will tumble. No bar-
nioniiation policy or traffic agree
ments will keep them up. The
river will regulate all the commerce
of the Valley though it may actu
ally carry but a small part of it.
This would justify great effort on
the part of Portland to open the
river even on the basis of the pres
ent volume of business of the Col
umbia Valley. But see what an
impetus would be given to the de
velop;3itof tha interior ouiitry.
In five years the volume of traffic
handled would be quadrupled.
The transportation companies
themselves would make more mon
ey because they will carry so much
more freight The country would
become more populous and there
would be diversity of industry and
cars would be loaded both ways and
prosperity would abound. And
Portland would command it all. I
tell you Portland could well afford
to put up $5,000,000 to get the ri v
er open. The government will
probaby make the required im
provements in time but cities yet
unborn may outstrip Portland if it
waits for the slow action of the
General Government.
I think a railroad down the north
bank of the Columbia clear to its
mouth is inevitable too. A railroad
can serve only one side of a river
unless numerous bridges span the
stream. All the large rivers have
railroads on both sides and they
do not interfere with each other.
Take the Mississippi, the Hudson,
the St Lawrence for examples The
Columbia is as big as any of them
and there is plenty of room for a
railroad on either bank. When
they are built there will be no more
ferriage of through traffic. I am
now convinced that there will be
no agreement between the Harri
tnan and Hill combinations for a
joint railroad to Lewiston and joint
trackage down the Columbia and to
Puget Sound and I think the North
ern Pacific people have made up
their minds to that and are now en
gaged in operations that will not
end until there is a railroad all
the way down the north bank of
the river. They see the time com
ing when it will not pay to haul
freight over the mountains in com-
tidewater and they . are preparing
for it. But Portland ought to in
sist on the prompt opening of the
Columbia River. Nothing else will
do so much for this city." Oregon

Both teacher and scholars have enjoy
ed the holiday vacation.
We are all ready to do good worx this
vear.
Isa Waason returned to school Mon
day after an absence of several weeks.
We are having school in the hall now.
We, as teacher and papils extend a
special invitation to the patrons of our
school to visit ns.
Officers Installed.
Rube McKinney and S. A. Pattison
visited Fossil Saturday evening where
the latter installed the recently elected
officers of the I.O.O.F. lodge of that
place. A large number of members
were present and the meeting was most
interesting and pleasant. The Fossil
Odd Fellows are roval entertainers and
the visitors are ready to vouch for the
excellence of the "spread" which was
provided in the lodge banquet ball after
adjournment.

Fossil is justly prond of ber fine new
brick school house which will be ready
for occupancy in a week or two. It is a
substantial two-story brick, containing
six large, well lighted school rooms, six
cloak rooms and one library room. The
new cjort boose is now fully completed
and is a modern and np-to.date building
in every respect. The Condon visitors
acknowledge courtesies shown by Sher
iff Keeton who made them feel at home
in the court honse and jail and to Mr.
Wattenbnrg the school bouse contractor
who showed them that bailding. The
sheriff allowed them to carry the keys
while visiting the jail so that they could
leave at pleasure.
LONE ROCK.
Revival meetings are in progress at
the Baptist church conducted by Rev.
Cason, of Lone Rock and Rev. Sperry,
of Eugene.
John M. Brown expects to take a few
wagon loads of fat bogs to Heppner this
week.
The stage men report the mad drying
np fast and tbe roads getting in fine con
dition.
Dr. Luna was called to Lone Rock
Tuesday to prescribe for Mrs. Mathews
who is on the sick list.
