At that time Gilliam county tras solvent -could have paid &U her debt and had $10,770.49 left' in her jxcket. The tax levy for county purposes made at the meeting of the county commissioners' court in January 1892 was 12 roills. Th em-nnual rtport of tb fi nancial condition of Gilliam county for the six months ending Sept. SO, 1901, shows the resources of the county to be $19,000.73 and the lia bilities to be 133,218.32. At that time, had Gilliam county been called upon to liquidate, she would have found herself short to tne amount of '$14,157.59. The tax levy for county purposes made at the meeting of the count commissioners' court in January, was 20 mills. Ten years ago Gilliam county was a country of magnificent dis tances and sparse population. To day it is about one-third smaller in area and its development, in density of population and wealth, has been great. But in spite of all this the county has, in ten years, gone behind to the tune of $24,923 .03 These facts should furnish some food for reflection to the voters and tax payers of the county between now and the second day of June. The fight for the governorship between Hon. W. J. Furnish and . Hon. George E. Chamberlain prom ises to be a hot one and the general opinion on the outside among travr eling men, railroad men and others who keep in touch with public sen timent seems to indicate that Cham- 'f berlaia baa m big chance ofjelection in spite of the fact that Oregon is strongly republican. This result is made possible by the wide breach in the republican party in Multno mah county and the fact that Chamberlain is a general favorite in that county. It is said that the labor vote will go almost solidly for him. Portland is the main thing in Oregon politics. VOTE FOR THE AMENDMENT Every voter who believes in the principle of government by the people should support the initiative and referendum amendment to the constitution at ihe coming election. If you are in favor of the amend ment you must be sure and vote for it as it is not enough that you do not vote against it. The supreme court may hold that, to prevail, the amendment must carry by a major ity of all those voting at the election. The Evening Telegram makes this -point plain by the following: Suppose 90,000 votes all told are cast on June 2, and only 60,000 vo ters vote on the amendment, either for or against. Will it be necessary to have in its favor 45,001 votes, a majority of 90,000, or only 30.001 a majority of 60,000? Probably the 4o,001 votes will be necessary. At least, it will not be safe to trust the other proposition being upheld by the supreme court. Therefore work is necessary. E v ery friend of the amendment, every man in favor of this reform, ought to work for it, from now on, and especially work to get out the votes friendly to it, and see that all vo ters friendly to it say 'yes' and not ignore it, as rainy voters ordinarily do ignore proposed amendments, not caring whether they are voted up or down. There has so far been a disposi tion to vote down all amendments. But this is a different proposition. It is coming a greater degree of direct legislationthroughout the country. Let Oregon lead the way. It will be a big feather in' Oregon's cap. . Both Republicans and Democrats have gone on record as favoring the reform. The result of the vote was as fol lows: For public ownership of all the street railways, 142,826 voted yes and only 27,993 voted no. For public ownership of all elec tric light, heat and power plants and gas works to furnish light, heat and power for public and pri vate use, 139.999 voted yes and on ly 21,367 voted no. , - For the nomination of all candi dates for city offices by a direct vote of the people at primary elec tions, 140,860 voted yes and only 17,654 voted no. y ? ; :i V These figures show that "the world do move." It is only a few years ago that the populist party adopted its first platform wbicb was the first public endorsement of these principles and the politi cians poked all kinds of fun at the long whiskered pops. Now the country may expect to see these same politicians hasten to endorse and advocate public ownership be cause the Chicago election is a big straw which shows that the wind of public sentiment is blowing that way so sirongiy mat me politicians cannot go against it All of which serves to remind us that all reform and all real progress for the human race must come from the people and not from the politicians AH professional politicians, great or small,are enemies of reform and progress in public affairs for the reason that the more public affairs need reform the more money there is in the administration of such af fairs for the politicians.
