The special school meeting, which was called (or last Saturday (or the purpose of voting a 25 mill tax on the district to provide (or current expenses of the achool and to create a fund to pay for tbe erect ion of a new achool building, waa not largely attended and instead of a 25 mill levy only 15 mills was voted. Most of the citizens who favor a decent and com (ortable school building "forgot all about the meeting" and of course were not present. S. K. Barker waa present to urge a 10 mill levy and made a motion to that effect and the 25 mill advocates Bering their cause was hopeless compro mized at 15 mills. This levy will not more than pay the current expenses of the school and leaves the disfict as much at sea as ever on the new building project. The Blizzard. The blizzard last Friday waa one of the worst ever known in the history of the county. The wind amounted to a hurricane and waa filled with a finesnow and, with the mercury below zero, the the riuv was one to be lone rememnoreu bv those who were out of doors. Annm her of f -oat bitten fingers and ears were reported and a few head of sheep and cattle are raid to have succumbed to the old. The mercury registered from 12 to 23 below zero Saturday n.ornlng tiyail- ferent glasses, but perhaps 16 below was about the accurate register. Antl-RIng Political Movement. In a rewnt Issue of the Portland Tele gram appeared the following: "It now teem probable that an issue will enter the ttato political campaign that hat been taken Into consideration by neither the Republican! or the Demo crat. Thia I the so-called citizen' movement that had more or lett to do with the nomination and election of the Multnomah delegation In the legislature two yean ago. "Partisan politician! have been aware all along that they will have to contend with a movement of tome kind oo the part of organised labor, and Ills presum ed they are prepared to meet the Issue, but a revival and threatened expansion of what is known a the ritiaena' move ment come somewhat In the nature of a surprise. "The first public Intimation of the Intention on the part of nonpartisans to Interfere with state politic It contained In a published letter from P. A. Mac Phemoti, who was a member of the ex ecutive' committee of the Citizens' party In Multnomah county two years ago, and who was prominent la the manage ment of the movement. "The letter follow t: "PORTLAND, Jan.23.-(To theKli tor.) At a member of the executive committee of the citizens' movement in MultuomahConnty two years ago, which resulted In the election of the entire ticket as nominated, I was brought into more or less prominence. Very recently I, as a member of that committee, have received a considerable number of In quiriet from persons In Portland and in other parti of the state, asking about the inauguration of inch a movement during the approaching campaign, that will em brace the entire elate. To reply to those Inquiries briefly, and for the Information of olbert Interested, I ask a email amount of space. I would tay that other gentle men of the citizens' movement of two year ago and I are now compiling a method of campaign, which will be sunt to Interested partiea by circular letter. It I proposed to nominate and elect the entire ttate ticket and the members of Legislature from the ranks of the peo ple, without regard to party affiliations. The control of the Legislature will insure the election of a United States Senator who ta not addicted to ring rule some thing new for Oregon. It cannot be disputed that tho citizen' campaign of two years ago was a auccesa. Laws were enacted which, bad they been enforced, w ould have made many reforma In the government of the state. The citizens -meaning men w ho place count ry above partynow propose to control the executive an well as the legislative branch of the government, ao that what ever laws may be enacted shall be enfor ced. P. A. MCPHERSON. .Mr. MacDieraon was asked this morn ing to outline the details of the proposed slate movement. He was somewhat reti cent and left tbe matter still In a vague condition, Among other things be said : "Our object Is to inaugurate a move ment covering the whole state, similar to tbe proposition in this county two years ago, which resulted in victory. We pro pose to organize in every township, pre cinct and county, and in every city ward in the etate. Our Idea ia to hold town ship and ward caucuses, w hich will elect delegates to county conventions. These county conventions will send delegates to a state convention in the regulation way, and the pr -sumption is that thia convention will be held aoon after those of the two great political parties. The lUte convention will name a ticket of the strongest and best men in the state regardless of party affiliations and we will obtain the brains and integrity of both partiea." "How are you going to keep ring poli ticians from packing and controlling your ward and township meetings?" waa asked. Mr. Mcpherson evaded answering thia question directly, but inti mated that the old leadera had a way outof thiadilemma. i' He then went on to pay : "We will un doubtedly indorse candidates, nominated by the Democratic or Republican con ventions, and, perhaps, some on both tickets. Should the Democrats name a candidate (or governor who is above re proach, we will indorse him. Should the Republican candidate (or Congress meet with our views we will support him and so on down the line." "We shall,"8aid Mr. McPheraon. "pay particular attention to the Legislature. We intend to control that body, not only IsmtTmmimimmmmmmimnmmmmmmmm'Tmimfg rto THAT ALKS TO HQUSANDS OF ASTYBRE iiuuiiHiiiiuaaiiuauuiiuiuaiiiiiuiuuiiiauuuuiiFb because much .legislation of reform na ture I needed, but Imcauae we propose to elect successor to United States Senator Simon.
