to discover the feeling of the voters
and taxpayers of tlwcounty.it was
nomlly- understood on election
day that both of the candidates for
county clerk were willing to accept
the office nd to be gu'ded in - the
matter of deputy hire by the decis
ion of tbe County Court At the
regular meeting of the County
Court held in January, 1900, the
following order was made:
"Matter of deputy county clerk
Ordered that after July 1, 1900,
salary shall be paid by county
elerk."
It was generally understood at
the time this order was passed that
the County Court took action on
the- matter at that particular time
in order to give due notice to all
prospective candidates for the office
that no depute hire would be al
lowed, so- that every one might
understand perfectly just what
compensation the office would yield
before accepting either nomination
or election.
As the campaign progressed the
question of deputy hire became a
much discussed issue, and a few
days before election the managers
ef tbe Democratic campaign caused
the following advertisement io be
published in the columns of this
paper:
"$600.
The election of
T. G. Johnson
Means a saving af $600 to the
taxpayers in Gilliam county each
year, as he agrees 'to conduct the
office of county clerk without depu
ty hire, if elected."
On the morning of election Mr.
Frazer, the republican candidate,
tod his friends throughout the
county circulated handbills at the
different polling places, of which
'he following is a copy:
"DEPUTY HIRE.
Condon, Or., May 31, 1900.
The pledges and other articles
in the last issue of the Condon
' Hobe insinuate that, if re-elected
ounty clerk, I will demand, and
l-jceive, deputy hire for the coming
term.
THIS IS WRONG AND UNFAIR.
The County Court last January
made an order discontinuing depu
ty hire for clerk and sheriff after
July 1, 1900. This matter is en

the salary alone, which is $1500 a
year, and it is- little wonder that
tj ( yoters and taxpayers were
somewhat surprised at Mr. Miller's
action in introducing a bill the pur
pose of which was- to compel the
County Court to grant Mr. Frazer
who was re-elected a gratuity
of $720 a year iu addition to the
salary of $1500. To aay the least,
such an action on Mr. Miller's part
showed but scant respect for the
judgement of the County Court and
but little solicitude for the interest
of the taxpayers of Gilliam county,
Mr. Fraier has been in the clerk's
office for a good-tnany Tears. lie hat
ran the office both with and without the
allowance of depnty hire and he should
know, better perhaps than Mr. Miller,
whether or not the work can be done
for 150(J a year. The Coonty Court
gave him and all other aspirants for
the office due notice that no deputy
hire would be allowed after July 1, 1900,
and, knowing this, he deliberately sought
and secured re-election, from all of which
it wonld appear that Sir. Miller's bill is
not a meritorious measure.
iir. Miller has withdrawn the original
bill and served notice that be will offer
a substitute later. Should he do so we
hope his fellow members will give the
bill some attention before allowing it to
become a law, even at the risk of arous
ing a suspicion in their minds that all
grafts are not confined to Western Ore
gon.
NEW SCALP BOUNTY LA 11.
A new scalp bounty bill has
been introduced which is designed
to take the place of the present law.
It provides that persons having
scalps in their possession may pre
sent them to the county clerk ot
the coumy in which the animals
were killed, and upon proper affi
davit the clerk shall issue a war
rant for the amount, drawn on the
general fund of the county. The
county shall then be reimbursed
by the State in two-thirds of the
amount paid out. The bill will
dispense with a great amount of
red tape by which the present law
is encumbered and will reduce the
trouble of realizing on scalps to the
minimum. '

Monday to take his seat as a mem
ber of the "third house," in the
interest of Corbett for senator, and
an amended charter for the town
of Condon. Fossil Journal.

lighten an anxious, public, in Con
don, as to the nature of the pro
posed changes in our city charter.

al profit the protective tariff gives
will be exacted. It is to be expect
ed that every effort will be made to
gloss this transaction with fine
words. Already the statement is
put forth that "there is no inten
tion to create any monopoly or
trust, or in any way to antagonize
any people, policy or law." The
wonder, then, is why the combina
tion was made. The country can
not be deceived. Europe is not

bi nation all other trusts sink into
insignificance." If the support of
the protective tariff be not taken
from- it, members of Congress will
hear from the people in the next

The Idaho Legislature takes the
cake in junketing trips. Four
vears asro the whole outfit and all
their sisters, cousins and aunts laid
off for a few days and went down
to Salt Lake to "visit" the Utah
Legislature. What other resorts
they "visited" while in Zion does
not appear on the record, but it is
a two to one bet that some of them
were outside of Temple square.
This year they are coming to Salem
to "visit" the Oregon law mill
and other attractions in Salem and
certain quarters of Portland and
to have a general good time at the
State's expense. It's none of our
business what our old Idaho frieods
do in that line, only we fear for the
effect on ourinnocent Oregon Solons
from such sporty associations. If
these innocent and unassuming
webfooters ever catch on to the
eraft thev will be wanting, before
the end of the session, to take a
trio to Hawaii to see "Honolulu
Lu."

In response to a lorm letter o
inquiry sent out in the agricult
ural division of the twelfth census
asking for information regarding
domestic animals, a farmer in Iowa
replied as follows: "I have 6 cats
worth 50 cents apiece and 2 dogs at
$1 apiece. Cats are: Two yellow
one Tom and the rest ehes. Dogs
are terriers and spotted epanel

Our literary met at the schoolhouse
last Friday evening. We dispensed with
