In a political speech the other day Governor Geer made much of the fact that the number of con viets in the Oregon penitentiary has decreased aboot one-half in the past four years, all of which he at tributed to McKinley'a beneficent administration. .Now comes A. JN Gilbert, ex-superintendent of the Oregon penitentiary, who, accord- in to the Lawton fctandara, ex presses the opinion that the de crease in the number of prisoners in the penitentiary is due to the abolishment of the lee system tor compensation of county officials and district attorneys. The law niacins; county officials on salaries was passed in 1893 and affected officero whose terms began subse quent to that time. It therefore took' effect in 1894, about the time when the enrollment at the peni tentiary was at the highest. Mr. Gilbert thinks this change removed a great incentive to the detection end prosecution of criminals, and that many offenders now escape who would be caught if the old ey stem were resumed.
