Details follow shortly. "REMEY," The acting secretary of state later made public the following telegram from the United States consul at Cbe Foo: , Che Foo. August 20. Secretary of State, Washington: Japanese admiral reports allies attacked Pekin, east, 16th. Obstinate resistance, hveniug, 1 Japmoue eutered capital with other forces. Previous information which had been received here allowed that the allies took possession of Tung Chow the 12th InHt. From that city to Pekin the dis tance i not very great, not more than a dozen mile. It seem evident, therefore, that the armies halted for a time at Tung Cbow, probably for the purpose of giving the men a rest and preparing for the attack upon the cap ital city in force after waiting until the rear of the advancing host should arrive at the tront. Possibly also the delay waa the result of negotiations be gun by the Chinese officials looking to the delivery of the minister! with a Chinese or other escort. If negotia tion! were attempted they must have failed, as the army continued on it march and attacked the capital three dayi after reaching Tung Cbow. : The officials here were awuie of the fact that the stronghold of the Boxen wai in tne (jbtnese city and lor toe alliei to attempt to force their way through into the Tartar city, in which the legation compounds are located, might mean great loss of Hie and possibly a defeat It waa also known that the Imperial troop who bave sided with the Boxen were, many of them, in or near the Chinese city, and that much of theaitillery and rifle which has been poured into the lega tion bad been from the wall operating the two citiei. These facts wen evidently communi cated to Geueral Chaffee and the other commanding officers of the allies. Realiiing these Obstacle it appear that the allies decided to attack the city by the east gate. There are fonr gates to the city on the east, two lead ing to the Chinese city and two to tne Tartar city. Just which one of these was selected ai the attacking point Consul Fowler's dispatch does not dis close. Contrary to the prea report of to day Consul Fowler's dispatch show that the attack on the city met wltn itrong resistance. The Japanese force engaged with the adavnee, according to the understanding of tne official here, numbered 10,000 men, so the loss suffered by them wa over 1 per cent. These vessel must be cared for in the government docks, and it ia necesasry to have a repair station where they can lie taken care of in case of accident. The intercuts in the far East bave de veloped. , Instead of being lest, there will be more ships, and there will be more naval vessel! on the Pacific coast than there are today. The neces- sitltea are greater. We shall alwayi have armies in the Philippine, and thev must bave supplies, and trans- port! mutt carry soldier to and from those distant shore. When thi mat- ter is made plain to the men who have charge of preparing the next river and barbor bill, there ought to be no dim- cultr in making the Columbia river improvement one of such profound im portance by reason bf the proposed building of a government drydock and naval station, 'that tbey will make proper provision for the improvement of the mouth of the Columbia. From Gen eral Chaffee today the war department received official confirmation of the fall ot Pekin and the rescue of the besieged legationer. The dispatch of the American commander was not long, and contained but few details, but the unconcealed satisfaction with which it wai received by officials of the admin istration indicated clearly tbe anxiety that bad been engendered) by nil pro longed silence. His last communica tion to the government prior to- tbe re ceipt of today 'i advices was dated Aug ust 11. t Ma Ton, almost SO mile from Pekin. The explanation of hi silence is suggested in advice received by the navy department today from Admiral Remey, who, telegraphing from Takn jen the 18th, says the telegraph line be- tween that point and Pekin i in terrupted The cablegram from Admiral Remey contains some important information not mentioned by General Chaffee, He make the itartling ttatement, on Japanese authority, that tbe inner city of Pekin wa being bombarded by tbe allied force. Advice received last night from tbe foreign ofneo at Tokio, Japan, by the Japanese legation in this city confirm and amplifies previona ac count of tbe capture of Pekln by the allied troop. Following is the text of tbe dispatch from Geneiat Chaffee, as made public by the war department: Cbe Foo, August 21, fekin. An gust 15. We entered legation grounds at 5 o'clock last night with Fourteenth and light battery. Eight wounded durinn day fighting. Otherwise all well. CHAFFEE. Tbe dispatch, which wa received during the morning, was transmitted immediately to the president at the white bonae. He ex pressed hi gratih cation at tbe new it contained, par ticularly at the small los sustained by the American troop. It will be noted that tbe dispatch indicate that the American troopa en tered the lesation grounds at 5 q'clock on the evening of the 14th inst. By tbe Washington official and by several legation official to whom it was shown the date of General Uhaffee'l comma nication ia regarded as an error of transmission. It it believed that the date "15" hould be "16." All prev ioui advices, official and unofficial have indicated that the legation! were relieved on the evening of the 15th Wednesday, after a day of sharp fight ing.
