of the law of most interest to voters
follow:
Section 5. It shall be the duty
of every elector in the state of Ore
gon between the first Monday in
January, 1900, and 5 o'clock p. m.
of the 15th. day of May, 11XX), and
between the same dates and hours,
biennially thereafter to register
with some notary public or justice
of the peace or with the county
. clerk of the couuty in which the
elector resides, in accordance with
" mis act.
" Sec 7. Every elector may be
registered without charge by per
sonally appearing in the office of
laid clerk and, after beinsj duly
worn, staling the following facts, ;
which the clerk or his deputy shall'
appropriately enter in black ink, at
first in the general couuty register.
The electors shall be nu mbered con
secutively,!, 2, 3 etc. in each pre
cinct as they are regis'ered, in the
general county register. The clerk
shall inquire of the elector, and en
ter the following information in the
general county register in the di
vision set off for the precinct in
which lite elector resides, towit: 1st
the registration number of the elec
tor; 2nd the date of registering the
elector; 3rd the full name of the
elector; 4th. leave a blank space
in which the judges of election
shall enter in the precinct register
the poll book number of each elec
when he has voted; 5th. the busi
ness or occupation of the elector;
Cth. the age of the elector in years:
- 7th. the country of Dativity; 8th.
if naturalized, the time, place and
eourt of naturalization or declara
tion, aa evidenced by the legal
proof thereof, exhibited by the elec
tor; 9tb. the actual and precise
place of residence of the elector at
the time of his registering, 6tating
first the precinct, and, if -in the
country, the section, township and
'range; and in cities and towns hav
ing streets, by specifying the name
of the town or city, the street or
other location of or dwelling place
of elector, with the number of such
dwelling if the same has a number,
if not, then with such description
of the place that it can readily be
ascertained and identified. If the
elector be not the bead or proprie
tor of the house, then it must show
that fact, and upon what floor there
of, and what room such eleetor oc
cupies in such house; (10) the fact
whether or not the elector desiring
to be registered is able to write his
name, mark his ballot, and if he
cannot do both then the nature of
such disability must be entered;
(11) the elector shall then, next fol
lowing the afore administered oath,
sign his Dame in the presence of
the clerk or the deputy acting in
the general register upon the same
line where the proceeding infornia
tion is written, and the registering
officer shall then sign his own name

of the judges of election. If the
elector is registered by the clerk in
person, he shall so sign his own
name in attestation thereof, and if
the elector is registered by a depu
ty, then, in -addition to the name
of the clerk, the particular deputy
actually registering the elector shall
sign his name at length in attesta
tion thereof. If the elector declar
ea he is unable to mark his ballot
or sign his natre, he shall state why
and the clerk shall enter upon the
register the reasons. If the elec
tor's inability is apparent, in con-
seauence of some nhvsical infiruii-
ty, such as blindness or loss of limb,
incapacitating the elector from writ

ing, he shall so state the fact; but
if the disability is stated to be the
illiteracy of the elector, the clerk
shall, in addition to stating that
fact, enter as full a description of
the physical peculiarities of the
elector as possible giving his height,
appoximate weight, complexion,
color f eyes and any visibile mark"
or scars and their locatiotY, and at
test the same.
Sec. 9. Every elector fiiay be
registered by personally appearing
at the clerk's office and complying
with tho provisions , of sections 7
and S of this act; but, if said eleetor
is ivnable for any reason to conve
niently register as aforesaid, he may
register, without charge, before a
notary public or a justice of the
peace- in the county in which he re-siik-s
by ftsi-ng one of the blanks
designated! as blank "A" in section
3 of this- act, and filling out the
blank in such way as to afford
all the information- which he ought
otherwise to give- to the clerk un
der section 7 of this act, and in ad
dition thereto signing the same
three times in the presence of two
witnesses, freeholders of the coun
ty, who shall sign their names
on the same blank, and by the elec
tor and witnesses making oath
thereto as specified in said blank
"A" which shall be duly certified
by the notary public or justice of
the peace and forthwith filed with
the county clerk of the county in
which the elector resides. The
county clerk shall supply such reg
istration officers, upon request with
a sufficient number of said blanks
"A" and "B" free of charge. Each
justice of the peace and notary pub
lic who so registers electors 6hallat
the time he registers them enter
the names arranged alphetically,
according to surname and date of
registration and the precinct, in a
record book kept by him for that
purpose. He shall not charge the
elector anything, but shall be en
titled to receive from the county
the sum of 10 cents for each elector
so registered by him whose affidavit
has been duly filed with the coun
ty clerk and who has voted in the
precinct where he registered at the
next ensuing election. After each
general election, the county com
missioners shall audit such bills and
order payment to be made in ac
cordance herewith.
Sec. 1 1 Every elector, upon chang
ing his residence after registering,
may, within the time for register
ing, cause his former registration to
be cancelled, by a request in writ
ing to the clerk where he is regis
tered imparting the information
called for in blank "B" in section
3 of this act, signing his name to it
in the presence of two freeholders,
who shall sign their names, stating
their places of residence; and by the
said elector and witnesses swearing
to the truthfulness of the statement
before some one authorized to ad
minister oaths, and by filing the
same duly certified with the clerk
where he waa registered.
ONE SIDED PROSPERITY.
Mr. II. W. Stone, of the Portland
Y. M. C. A., in a recent interview
in the Telegram, is credited with
the following statement:
"There are more idle young men tn
Portland than there have been at any
time within the past four years. There
are now more than 100 young fellows
whom we are hunting jobs for. These
fellows are not hobos or men who are in
competent, bat are nearly all reliable,
energetic young men whom we can rec
ommend fully. There has been no time
before since I have been in Portland
when we had a young fellow on the list
that we coo Id recommend uncondition
ally that we couldn't find him a place.
We now have many that a'e all right
in every respect for whom we have been
seeking employment for several days
without success. In order to see if the
same conditions existed throughout the
city, we have made Inquiries at the reg
ular employment agencies, and find that
they all have more young men than they
can handle." ,
If such a condition exists in Port
land, it is but fair to presume that
like conditions exist in other large
cities of this country. It would
not be fair to Portland and the Pa
cine Northwest to presume other
wise as it is generally conceded
that times are better here than in
the more densely populated sections
of the East. From all over the
country, including Portland, comes
tidings of renewed industrial and
commercial activity but such a
statement as the foregoing coming
with it furnishes a perplexing prob
lem for the student of social and
economic ques'ions o solve.
The somewhat anomalous conditions
now existing seem to be as follows:
More goods of nil classes being manu
factured, greater trade in all branches,
larger transportation business, more
men in the army to be fed, clothed and
provided with the munitions of war,
than for years past, and more reliable,
energetic young men who can lie fully
recommended by such an organization
as the Young Men's Christain Associa
tion who are out of work and who can
not find a job even with the aid of the
mine 1 employment agent of that pow
erful society. What causes such condi
tions? That is a question which every
citizen should ask himself, ponder over,
and investigate Until he arrives at a sat
isfactory conclusion and then he should

desirable. In such a country us this ev
ery man who vtmits work should be able

meet the demands of consumption and

are now seeking work in Portland
through the medium of the Y. M. C A.
Tnia prosperity we hear so much about
is no myth. It is a reality but a one
sided reality. The big combines can
produce more goods at less cost than ev
er before but instead of giving the labor
er and consumer ft ehare of this saving
tn better, wagas and lower prices they
have increased the price to consumers
from 2 to 100 par cant. This is a knotty
problem for the American people to solve
and before the solution is found it will be
neceseary for them to do some thinking,
study ing and investigating on their own
account. They must quit taking some
party leader's" word tor every thing. -
