Likewise in the affairs of state, When the administration announced a policy or took a stand on some public question all the public journals, big and little, which claimed to belong to and ad vocate the principals to which the president claimed to adhere, came to the front and gave their endorse' went Not that they were always persuaded that the administration was right, but just because it was necessary to party success to stand by the president, ngnt or wrong It would never do indeed to admit that their president could be in the wronz. An infallible beine he must be held to be. Now, it is somewhat different entirely different, indeed, so far as a laree number of people and of public journals are concerned. In church affairs people are given to investigating the utterances of their spiritual advisers, and of their church courts, and the utterances which appear to them to be sound they accept, while those on the eontrary they reject In other . words they exercise the privilege accorded the Christians of the apostolic days of searching the Scriptures and other authorities of information as to which things are so and which are not So in poli tics, the best journals inthecoun try no longer feel it necessary to claim for the officials of the party whose principles they support, in fallibility. But criticisms, when called for are made, and the result is that an intelligent public has more confidence in the utterances of public journals today than had a half century ago. The Pitts burg Commercial Gazette, for ex ample, a radical Republican paper does not stop to criticise the cen sorship of the press as exercised by the administration. The Chronicle Telegraph, on the other hand, is an example of the old-style political journal, which can see no mistakes in the leaders of its party, or if it does, it makes beleive that black is white, and protests so loudly that it fools folks of feeble intellect but those only. Very few people are fooled by such utterances in these days. The belief that infal libility inheres in mortal men dead, and for it there is no resur section. Canonsburg (Pa.) Notes, A SENSIBLE COMMUNITY. "In these days ot industrial scrambling, when every man' hand is per force turned against every other man, on pain of pover ty, it is refreshing to see a little group excercising some sense in the way tbey apply their labor to make a living. Morebead, Kansas, is a little community of fifteen families, who do not imagine themselves to be reformers, but who have been working on the social problem, for the most part unconscious of its import These people and the far mers about, own a .co-operative store with $3,000 worth of goods; it is held in $10 shares. They have a skimmingstation from which they ship $700 worth of cream per month. They have a canning fac tory held in $10 shares. Shares in it were paid by some in labor and others in cash. After the can ning season is over, they will use the building for the cutting room for the meat packing which they propose to do co-operatively instead of paying shippers out and in as do most communities. They have a broom factory organized and have the corn growing and will put in otherwise idle days making brooms from their own growth. They are organizing an implement works, skilled workmen from Studebaker's being anxious to put in their shares and labor, and claim that wagons that sell for $65 can be mads at a total cost of $30. When they want to do something to help themselves, they first study up the business in all its details and then ew nna nave no dilftculty in get ting all the help they want. Commencing Ve0nedy, August 9, at 8 o'clock A. M., and continuing un til Saturday, August 12, if necessary. It is not thought that any applicant will ifemre lo take the full examination for State papers and if they do the work could probably be finished on Friday, August 11th, Wednesday Penmanship, history, spelling, algebra, and reading. Thursday Written Arithmetic, theory of teaching, grammar, book-keeping and physics. Friday Physiology, geography, men tal arithmetic, composition, physical geography. Saturday Botany, plan geometry, general history, English literature psychology. FOB COCJtTY r.trKRS. Wednesday Penmanship, history. spelling and reading. Thursday Written arithmetic, theory of teaching and grammar. Friday Geography, mental arithme tic and physiology. FOR PRIMARY CERTIFICATES Wednesday Penmanship, spelling and reading. Thursday Art of questioning, methods and theory of teaching. The state board of education has de cided that an applicant for a state paper need not write on all branches required for the same at any one examination, The work may be made to extend over three consecutive examinations, the applicant choosing the branches to be taken at each. The writing on dif- erent branches mast be done on the par ticular days above designated, and all applicant who chooee a certain branch most begin thereon at the same time. The state board of education bat also decided that exemption from any branch on which an applicant has made 90 per cent or over at two successive examina tion taken by each applicants, applies to examinations prior to August 9, 1899, Hence an applicant may be credited wltb the average standing in any branch on which 90 per cent or over has been made in past examinations, as above sped fled, or may try the same branch ait the forthcoming examination for a higher standing at his option. Two seta of questions will be provided on the ten branches required for county certificate; one for applicants for state papers, tbe other for applicants for county papers. Applicants for pri mary certificates will write on the same questions (on the branches taken by them) as applicants for county certifl catea. At this examination tbe law does pot require the applicant to be examined i tbe Oregon school law, either for state or county papers, unless tbey are grad uatea of chartered institutions. A fee of 12.00 eball be charged for each applicant for a county or primary certificate aad this must be paid wbeth er tbe applicant passes or not. The fees thns collected go to the institute fund. Tbe State Superintendent has ruled that it would be illegal for the connty board of examiners to issue a second or third grade certificate to an applicant who has previously held a second or third grade certificate; unles the appli cant bas not bad the requisite teach' iog experience for tbe next higher cer tificate, in which case it would be legal for the county board of examiners to issue such a certificate. He also rules that it would be legal for county board of examiners to issue first grade certifi cates to applicants who have held first grade certificates.
