What purported to be a snap ofl
the new county was published in
the Oregon inn about two weeke ago,
that paper being doubtless imposed
pon by fJeeignmg parties, and the
proposed county, nameless at that

in no way overstepping or inter
fering with, the licea of Gilliam
eountyv
However, the cat, which Mr.
Ponnelly and bia trainers were so
carefully guarding in the proverb
ial bag, escaped about two weeks
sootier than was intended and 48
hours bad not elapsed after Don
nelly had his bill introduced in
the house until it was known all
aver Gilliam county that the in
tention of the measure was to cut
this county in twain on a line
running east and west from Lone
Rock by May ville and on to the
John Day river, and attach all the
sooth portion of this county to the
proposed county of Wheeler. It
was also strongly suspected, and
wore recent developments hare
tended to confirm the belief, that
the entire plot to steal one-third of
Gilliam county was concocted by
not to exceed one half doacn men
rn the town of Fossil on condition
that Fossil should be the county
est of the new county. We submit
that such on action on the part of
a few, for their own personal gain
and benefit, is a high-banded out
rage on the taxpayers of Gilliam
county, and we predict that when
their voice reaches the legislative
halls at Salem Mr. Donnelly's bill,
No. 153, will be buried under an
avalanche of votes.
The attention of the Honorable
members of the legislature is re
spectfully called to the fact that
this bill has evidently been framed
with, a view of deceiving them as
well aa. ttie eitizeDS of Gilliam
ormnty;' the framera, evidently re
alizing that no such a preposter
ous measure as that of cutting off
ene-third of a county, which now
possesses but a little more than
$1,000,000 in taxable property,
and without even asking the eon
sent of the people who pay the
taxes to support the county gov
ernment, would be for a moment
considered by any - honorable body
of men if its true import was known
to them.
From the best infornatton we
have been able to gather, the policy
of Fossil in the past baa been one
of expansion rather than of con
traction for the county.
Only two years ago an effort
was made to annex a portion of
Grant county to Gilliam, and the
vigorous protest made by the tax
payers, in the form of a petition
of over 450 names, all over the
county, was proof positive that the
people are content with their pres
ent boundaries, : and that they are
determined that they shall remain
as thoy now are.
The Globe is of the opinion that
our representative, Mr. S. G. Haw
son, will be found faithful to the
very test interests of the people of
the entire county which be repre
sents. His mission at Salem is to
build up, not to pull down Gilliam
county, and those who;. for selfish

L Hawsooy providing for state-aid
in sinking artesian wells in. the
counties containing arid lands,
should receive the hearty endorse
ment and support not only of the
members frown such eo an ties, but
from all members who are solic
ituos for the best interests of the
entire state. There is no suggestion-of
private benefit or jobbery
in the bill, and possibilities of
benefit are beyond reckoning. The
amount asked for from the state is
small and, once the fact is dem
onstrated that artesian water is
obtainable, the benefits that would
accrue to the entire state would be
enormous. The matter is one of
public benefit, not of private gain,
and we hope to House Bill
No. 1 go through with a whoop.

Ths snow at this place is about all
gone at this writing (Monday), and two
more warm days will clear "the ground
of snow. The water has alt gone in ths
ground and wilt do much good to ths
grass and crop.
All the sheep that are being fed on
Rock creek are reported, to be doing

costing about (6 per ton. We have heard
ot no loss as yet, except a few on Willow
creek. ;
. ' K. O. Robinson, of Lone Rock, cams
down last week and pot in a bid for the
city's share of the water works, his be
ing the only bid pot in. The city owns
boot two-third of tb stork of ths
company, bat esnnot vote it; so, the
city realty has no say ia the mooing of
the water business, and tbe council
concluded to sell the city's stock, but
some of the stockholders object to the
city selling and may stop the tale. Sir.
Robinson proposed to build an ritri
reservoir and pot ia a new pumping
plant.

section of country an idea of what tbe
opening of the Colombia river by put
ting in aoine kind of a portage at The
Dalle would do for as, I will give tome

more dollars in the poekrta of Eastern
Oregon farmers than this one thing, and
the U. 8. government will help do it.
