THE GONOOH GLOBE. FRIDAY. APRIL 30, 1897. THE OFFICIAL PAPER OF GILLIAM COUNTY. OREGON. The Tillamook Headlight, hav ing the largest bona flde circula tion of any paper in that county, was, as required by law, designated the county official paper, in which all of the county printing must be published. The county court of Tillamook county, imagining they were running the state, "re pealed" the state law last Janu ary and awarded the county print ing to one of the other county pa pers, whose bid was the lowest. The Headlight editor carried the matter into circuit court to compel the county court to comply with the law, and last week won the case, we are pleased to note. The circuit judge, in his ruling, said: 'The taxpayers have a right to ' know what is done by the men they elected to office, and that is the in tention of the law in having county printing done in the paper of larg est circulation, that the greatest number of people may see what is being done. It is not a question of "how cheap" the work can be done, but "how well" it can be done at a reasonable figure." The Malheur Gazette and Vale Advocate are having a warm dis cussion over the matter of county printing. The Gazette heretofore has been allowed by the county court $180 for publishing the finan cial statements of the county offi cers twice a year, or $90 each time, which is the statutory legal rate for such advertising. The Gazette sensibly says: "The law fixes the maximum price for legal advertis ing, and if the lawmakers are wil ling to pay that price, what harm can there bein charging and getting that price." In Gilliam county the charge of the Globe (the offi cial paper) for this same work was only $20, and still our county court thought it was too much, and are, we believe in violation of the law, having the work done by another paper, that has scarcely any bona fide subscribers in this county that is, subscribers who are not having the paper forced onto them against their will. Because , it is my deliberate judgment that the prosperity of America is main ly due to its system of protective laws, I urge that Germany has reached that point where it is necessary to imitate the tariff sys tem of the United States. The first was to climb trees to shake fruit down, when if .they would wait long enough the fruit would fall down itself. The second was going to war to kill each other, when if they would only wait they would die natural deaths. The third is that they should run after women when, if they did not do so, the women would run after them. The latest estimate of the popu lation of the globe is that made by M. D'Amfreville, who places it at 1,479,720,000. The number of in habitants per square mile in Aeia is 48; in Africa, 15, in America, 8; in Oceanica and the polar regions, 3, and in Australia, 1. The yearly increase of the population of the earth is about 5 to every 1,000. At this rate the population of the globe will double every 139 years. SHERIFF'S SALE.
