THE CONDON CLOBE. FRIDAY, JULY 3, I89S, THE OFFICIAL PAPER OF GILLIAM COUNTY. OREGON. NOT ENCOURAGING. TimM-Monntainevr. Senator J. A. Smith of Gilliam county returned Erklay from Port land. While in that city he con ferred with Cpt Fisk, chief of the engineer5 corps in charge of the works at Cascade Locks, with ref erence as to when work is likely to to be resumed and when the canal would nrobablv be opened. He learned from Capt. Fi$k that nego tiations were being made with Day Bros, for performing the work, but no agreement had been reached; also that the engineer's department had Hot as yet determined whether the locks would be opened when the walls , between the lock and lower guard gate were concreted, or whether they would b kept closed until solid masonry walls were built. In case the former is deter mined upon, the canal can be op erated this fall, but if masonry walls are to be built first, the date of opening is indefinite. This is rather discouraging to Mr. Smith, who is one of the prime movers in the organization of the Columbia Portage & Navgation Company, which was incorporated for the purpose of building a port age road around the Ceiiloand dalles falls. .... Without the locks in operation the portage road would be of little value, hence when work will be commenced on the road de pends upon what is done at the Cascades. However, the incorpo rators will continue selling stock, and will hold a stockholders' meet ing on July 31st for the purpose of perfecting organization, so that they will be in readiness to begin con struction as soon as it is definitely known when the locks will be ready to operate. ' The longest distance that a shot has been fired is a" few yards over 15 miles, which was the range of Krupp's well-known "monster" 130-ton steel gun, firing a shot weighing 2600 pom. is. Tie 100 ton Armstrong gun has an extreme range of 14 miles, firing, a shot weighing 1890 pounds and requir ing 960 pounds of powder. These guns, however, proved too expen sive, being unable to stand firing a hundred times, and their manufac ture has practically been abandon ed. The 90-ton Armstrong gun hurls a solid shot for a distance of 12 miles, and the, discharge of the gun cannot be heard at the place where the ball strikes. From 12 to 13 miles is the computed range of the most powerful guns now made, and to obtain that range an elevation of nearly 45 degrees is found to be necessary. A balloon has been built in Paris which is said to be the most won ; derful balloon ever constructed and it has been constructed for a most wonderful purpose a journey , to the North Pole. The balloon route to the pole is the only one left; all others have proved a failure. If the venture succeeds France will, of course.' claim the glory for which English speaking nations have striven far more than a century. If it fails it will be one more added .to .the wrecks that strew the path science has made toward what has proved the impassable barrierwhich bars men from no one knows what. In San Francisco they are making an effort to punish assessors for mak rig undervaluations. One has been indicted for perjury, the spe cific charge being his sworn report of property worth 17,500,000 at a valuation of 4,000,000. If this kind of prosecution gets 'popular and is eucccBsful in the courts the peniten tiaries will have to be enlarged, England has just submitted a powerful argument in favor of in ternational arbitration.
