The trouble commissioner Sen Her is having at New York with the horde of Italian paupers and criminals that are seeking refuge on our shores from military con scription at home may be produc tive of good if it lead immediately to the passage of bevere restrictive immigration laws. Durng the past week over' 9,500 of the most undesirable immigrants have been landed at New York, and these are but a small installment of the mul titude that wait for steamers in which to follow. Consumption, diphtheria and ty phoid fever are the latest triumphs reported for the Roentgen rays. The cry of "wolf has been heard so often and proved unfounded that these heralded cures for dread con sumption occasion little belief among ' incredulous people. Still, in the light of the wonderful dis coveries science is making, the door may yet be opened for discoveries which shall make the pale cheek of the wasted sufferer glow witn hope. England closes the fiscal year with a surplus of about $20,000, 000, while the United Stated is struggling under a still larger def icit And the worst of it all is that both are due largely to the same cause, the increased imports which the very generous free trad ers have enabled England to sell in the markets of this country.
