THE COtlDOH GLOBE. THE OFFICIAL PAPER OF GILLIAM COUNTY. OREGON. FRIDAY. MAY I. 1890. A.. E. Johnson, a well-known steamship and immigration agent of an eastern company, makes the prediction that there will be not less than 100.000 new settlers brought into the northwest country by the time the summer comes. The ex- ectation for immigration this year s that the best sort of results will accrue for the big immigration con vention which was held in St. Panl in November. Immigration bu-! reaus extending from the Dakotas to Idaho, Montana, Washington ami flrsonn wtmrl an increased demand for information concerning the country, and the stimulated ac tivity in this business cannot help but result in good to all. That at least, is the view taken by Mr. Johnson. The influx of new com ers is not confined to foreigners, but there are a large number of easterners on the wing. The Great Northern reports having just landed some 18 Illinois families in Oregon. A Salem man who has recently returned from a trip through Ari zona and Southern California, thus writes h; 8 opinion of Oregon: "I have been in every state west of the Mississippi river except the Dako tas, Montana, Wyoming and Neva da, and it is a fact that Oregon has more natural resources within the same area than any other state I have been in. What we need is less growling and more work, little more pride about our bouse, coop up old dilapidated sidewalks for kindling, replace that old wooden fence with a hedge, plant flowers and have nice lawns, make the place attractive, "all same Califor nia style." Judge Dugro. of New York has declared that criticism of a public officer on the part of a newspaper was a public duty, and recently this declaration has been sustained by another judge in St. Louis. This is sound law and substantial justice; when the criticism is made without malice. Such declarations establish what is meant by the freedom of the press, and the free dom is of greater value to the pub lie than it is to the newspaper, which invariably uses it to the sac rifice of business which would other wise come to it But a paper true to the public interest never allows business sacrifices to stand in ' he way of the performance of its duty. E. 0. A dispatch from Washington, tinder date of April 22d, says: The senate committee on commerce now expects to conclude its considera tion of the river and harbor bill to morrow, or, at the least, Friday. The additions made will iucrease the total outlay provided for to the extent of abont 10,000.000, and that for the next year to almost $2,000,000. Among the more im portant additions made under the continuing system are: About $2, 000,000 for the boat railway at the dalles t)f the Columbia river in Ore gon, with a small appropriation for the next vear. - Japan is buying her 6teel rails at the Pennsylvania mills, finding them cheaper there than in En gland and of better quality. At the same time our furnaces are shipping pig iron to the British market underselling the home pro duct, to the amazement and con sternation of the producer there, who would have smiled at such a prediction a few years ago. Nine hundred thousand dollars is the price paid by the government fur the weather bureau. Of course this is a good thing, but we ought to get more good weather than we do for that price. , C W. Fulton, of Clatsop county, has rendered an opinion in a mat ter relating to delinquent taxes, in answer to an inquiry from J. VV. Hare, sheriff, as follows: . ' J'In my judgment you cannot le gally Of safely for yourself or your bondsmen, permit the warrant is sued for the collection . of delin quent (fixes to expire without mak ing a &jvy and sale thereunder, of the reaf estate described in the de linquent list, unless the taxes there on are fullv paid. And I think this woul be true even though the county court should agree that no levy need be made under the original warrant, because of the fact that it is a matter entirely beyond the power of the county court to regulate or control. It is a matter that is fixed and regulated entirely by the statute, and no , officer or court is authorized or empowered under any circumstances to change the rule of the statute."-East O-egonian.
