THE G0I1DQ1I CL03L FRIDAY, JUNE 21, 1805. THE OFFICIAL PAPER OF GILLIAM - cbUNTV. " OREGON. NO HARM MEANT. Eugene Guard. How often do you hear this said, and too often after the harm it done. The writer has no particular case in mind, but on general principles feels that a little round-up on this subject will do no harm; especially in small communities where every one knows, or thinks he knows, everybody's busiuess. Statements are often made in which there is not a particle of truth, nor have they the slightest foundation; but Mrs. A. calls on Mrs. B. and of coarse must have some nice little , bit of gossip to repeat not to be told for worlds; but it ia twisted and garbled until by the time it is confidentially passed around the mole hill becomes a mountain. The damage is done and nothing becomes something- hen you Conviction has overtaken a Walla Walla banker who received deposits in his bank after it was in solvent, and he is booked for a term in the penitentiary if the supreme court of Washington don't interfere. Half a dozen concerns in Oregon went to the wall a year or two ago, one of which was in this county, did exactly the same thing for which the ex-banker of WaBhinton is to be punished but there seems to be no Oregon statute' making the act a crime. Bank depositors were thus robbed out of hundreds of thousands with impunity while the prisons have been full of men con victed of having stolen a loaf of bread, a pair of shoes or a second hand suit of clothes. In the bitr steal, from a moral standpoint the act of dishonesty is as clearly de fined and flagrant as in the minor offenses, but before the law it was not, and so the small fry have to suffer. It was expected that, warn ed by copious instances of bad banking, the late legislature would indemnify the public: against loose banking with a strict law making rhttKA the mtlr dawn thn starter of this furor says: "I meant no'06 receipt of deposits when the harm. A feeble excuse after the cruel wrong is done and someone's character or reputation is tarnished. How often have you noticed a silly prattling woman going from house to house with no other aim in the world than to have a nice little talk and quietly rip someone up the back. No harm, of course; no, not for worlds. This woman is more dangerous than smallpox, and should be shunned as much. First, because she is a foolB second be cause she lies; and last before the community catches onto her, some one gets hurt, and all because that woman had to tell something she would have died if she could not have done so. lknt AM - 1 - , uaua nao moiu vein a crime, OUl that aggregation of statesmen were bent on something else besides bus iness, and wild cat banking is still immunized from punishment. So long as it is, so long there will cori tinue to be dishonest banking and defrauded depositors. That is an admirable speech which was made by Controller Eck els in New York recently. This bright young democrat managed to crowd into a few lines more of the essentials of genuine democracy than most men could do in a volume. He said: "What is a democrat?" is a question that our friends, the enemy, are fond of asking; unmind- How often have you seen some ul 01 tn reate? dimy that m- man who. in order to currv favor heres ,n the Jestion, "What says something or tells something. No harm meant of course; but before that silly speech was finally ex plained much damage was done. Many hot, scalding tears have been shed; much hard feeling been stir red up and endless trouble resulted from that gossiping man who meant no harm but got there just the same. This kind of people are everywhere. They are the ulcers of a community; the fungus growth of society; a menance to virtue, sobriety, integrity and honor, and if they cant be cured, the best way to rid a community of that sort of people is to entice them off some where where -land is cheap and knock them in the head. This bright world of ours is full of good, wholesome, cleanmioded DeoDle who are beautiful in the eyes of God and man; whose daily lives are made - up of trying to do good; to build up instead of trying to tear down and destroy. Most people who gossip and tattle really don't mean any. harm. , If they only knew what monkeys they were, they would endeavor to escape from their home, a zoological garden, and associate with the more noble ani mals true men and women. Somebody with nothing better to do started a rumor that the decis ion of the Supreme Court against the income tax made the govern ment liable to the heirs of those vrbo paid the income tax under the Jaw enacted as a war measure for all the money collected under that law. Nothing could be more absurd. - While the law under which the old income tax was col lected was practically the same that has been declared unconstitu tional by the present Supreme Court it was passed upon and de clared constitutional bv the then Supreme Court, and those who paid ! money under it can have no valid claim on the government for its return. is a republican?" Mr. Eckels gave them an answer which they will be puzzled to contradict, or to para phrase so as to suit their own case. Here it is: "When you have stat ed that the will of the people is al ways to govern, local self-govern ment always maintained; guaran teed individual rights nether taken nor denied to the citizens by legia lative or executive act; the best government, the one which governs least; the taxing power to be exer cised equally and impartially, rais ing no more revenue than necessary 10 meet tne expenses of the govern ment and pay the public debts; and a financial and monetary sys tem unheld which the Dublic credit and mnkoa esuh dollar which bears the governmen tal print a sanction for the worth of a dollar, you have written the wnoie democratic creed."
