THE COUPON CLOBE. FRIDAY. JUNE 7, 1895. THE OFFICIAL PAPER OF GILLIAM COUNTY. OREGON. One of the sureBt ways to kill a town, or at least to put stumbling blocks in its progress, is the forma tion of little cliques, factions or ei ther in Bocial circles, or in church organizations or societies. It does not take long for elements of dis cord, such as petty jealousies, sharp criticisms, unkind comments, and many little incidents conductive to hard feelings, to creep into every one of the cliques. They lay the foundation for downright enmities that time will not alwayB obliterate and in the end render life miserable to all parties concerned. Many a town of bright prospects has been stopped still in its progress by sim ply a fight between two opposing factions, which in some cases has been as bitter as a civil war, and where the animosity has over shadowed all other considerations. When such is the case the citizens soon lose all interest in the wel fare of the town. If they are doing well they will not, while holding a discreet silence, go a step forward toward pushing it ahead. If doing only moderately well, they will Bell out the first opportunity and scat ter broadcast the report that the town they just left is not worth living in, thus still retarding its progress by checking the possible immigration. Social lite also be comes an impossibility, dullness follows, and the only thing left for such a town is a good-sized coffin and a deep hole, with a monument proclaiming the work of factions and cliques. Boston Globe. - The Oregon Railway & Naviga tion Company will soon be taken out of the hands of the receiver, though it undoubtedly will remain in tne hands of the present receiver, E. McNeill, as manager. This is the natural result of the prodent and skillful management of the road's affairs since Mr. McNeill was appointed to the receivership .about one year ago. The road was drag ged into apparent bankruptcy by its connection with the Union Pa cific and rebounded to its natural state of solveney as soon as that connection was broken. The own ers probably will profit by this ex perience and keep the road inde pendent and separate hereafter. Oregonkn The question is being asked in many quarters, says the Boston Herald, "why does not wool im prove, along with other staples?" The Herald answers this by saying that wool has not yet reached the condition of greatly shortened sup ply and increased demand that has been experienced in other staples. That po;nt is going to be reached eometiine, but it is not yet in sight. The supply of wool all over the ' world is a large one, and since the market is now entirely under the influence of the other markets of the world, an advance in wool strong and permanent will only come when the supply of wool has been sufficiently reduced all over the world." The Louisville "Courier-Journai quoted scripture against certain mannish costumes affected by ad vanced women, but the particular passage was vague and unsatisfac tory in the application. Much more exploit is the following from Hzekiel xiii, 18 20: "Thus sayeth the Lord God: Woe to the women that sew pillows to their armholes. Behold I am" against your pillows, .nd will tear them from your arms." It is held in theological circles that when Ezekiel wrote this he must have seen in the dim future the craze for puffed sleeves. The decision in the income tax case serves to illustrate in a very impressive way the tremendous power of the supreme court. It can undo the work of congress and by a bare majority, as in thisinstance, make a law nul and void. The authority that it exercises is supe rior to that of both the legislative and executive branches of the gov ernment. There is no appeal from its decisions, and no way to modify them; they are final and absolute, and all other agencies in our polit ical system are bound by them. ' Vr.
