' The following nuggestions from the East Oregonian might be prac ticed in Gilliam county to much advantage to. those who pay their taxes: '-'",' Last year the tax on county property was twenty mills. The county has an income of 4141,000 a year, if it were all collected, from aii 18 mill tax on its assessable property. But owing to a mis taken 'notion that it is best to be easy on the taxpayers, much of this annual income becomes delin quent and never is paid, so those who do pay are iorcea w pay those who don'f through neglect and lack of business method on the part of those who have these matters in charge. Taxes should be collected at least before the end r.fpaVh vear. To allow two years of uncollected taxes to accumulate means bankruptcy to those who pay their taxes promptly, as well as to the county. There never was any merit in such loose methods. while senators must be sent to it until it is abolished, the proper way is to elect them by the direct vote of the people. -Salem rost. All the products of the country have fallen in value, the income from property has been cut down, and values of land and buildings v,or Kiinio tr a bdroek basis, but public expenditures have been but little reduced, and in many direc tions not at all. In state, county and city, in all our newer states, a system of public expenditures have been laid on a basis too broad for j times like these. It is too great, not merely in cost, but alo in ex tent. Much less will suffice. Offi cial salaries should be discontinued wherever practicable, and that re main should be made to follow the of nroDertv val- UU n ii n w- . - v - n ues and of the general products of the country. Arizona law . making train robbery a capital offense, on the supposition that a man who would rob a train would murder its occu pants, is said to have stopped the practice in that territory. : If that is true, train robbery will soon be an extinct industry as it would be an easy matter for any state to pass such a law as that, though to catch the train robbers is an un dertaking sometimes attended with difficulty. Senators will not in any way represent the people until they are elected by a direct vote of the peo ple; and to secure a better repre sentation of the people, there should be only one senator from a state, and a carresponumg ueticooo m the number of congressmen also. In Wasco, county the county court has sent out a special tax collector to collect delinquent taxes, and the same thing should be done in this county. This is purely a matter of business. E. 0. REGULATING ATTORNEYS' FEES. Judge Fe Establishes Circuit Rules and Regulations. Judge James A. tVe of l'endleton, has established the following rules and reg ulations of practice in the circuit court during the sessions at which he may hereafter iireside. which it seeins to us, are so worthy that they ought to become general: After the iirand jury shall have re turned a verdict aeaiust any individual charging him with the commission of a crime, the case shall not be dismissed. All answers must 1)6 filed within one day after the overruling of a demurrer or a motion directed to the complaint. Cases of continuation shall be placed upon the docket by the second day of the term. After a cause is at issue it must be tried, if a jury case, at the next term of i n t r 1 : court; and equity cases snau oe reierrcu to referees, escept such as shall be tried by the court upon the same day they are put at issue. It shall lie the duty of siirh referees to report on or lfore the first day of the next regular term unless the order of reference otherwise provides. No greater attorney's lees-shall be al lowed than 10 per cent upon the amount recovered, not including interest. The attorney will be allowed in cases where attorneys' fees are now provided for by law, the following fees : On all sums up to $250, not Including interest. 10 ner cent of amount recover ed; on all turns between $25J and foOO in cases of foreclosure or attachment, 8 per cent. In ordinary cases at law, where there is no attachment, on all sums between $250 or $500, 6 per cent; on all sums over $1000 and up to $2000, 5 percent; when the amount recovered is from $2000 to $10,000, 5 percent; on all sums above that amount the fees will will be fixed by the court. Attornevs must furnish the clerk with entries required in their causes; if an attorney neulects this duty and a delay is caused thereby, he will be required to pay to the clerk, for the benetit ot the county, 60 cents for each entry so delayed. When a jury is in the bos any attor ney connected with the case who ne glects to appear at the time shall be re quired to pay to the clerk, for tne bene fit of the county, $5 for every W min utes of such delay.
