ORE.. JUNE 21 1912 By the vote of 237 to 39 in the boose of representatives, Congress oompleted tho preliminaries for sab mitting to the Stales for adoption on amendment to the Federal constitu tion prodding for the eleotion of the Federal senate by the people instead of tbe legislatures of the several states. Federal supervision of the senatorial elections is provided for. As adopted by both houses the amendatory reso lution reads as follows! "That in the lieu cf the flrst para graph of Serjtlon 3 of Article 1 of tbe Constitntion of tbe United States, and in lieu of so muoh of paragraph 2 of ' tbe same Seotion as relates to tbe fill ing of vacancies tbe following be pro posed as an amendment to tbe Con stitution, wliioh shall be valid to all intents and purposes as part of tbe Constitution when ratified by tbe legislatures of tbree-fonitbs of tbe States: Tbe Senate of tbe United ' States shall be composed of two sen ators from eaoh State, elected by tbe poople thereof, for eir years; and eaob Senator stall have one vote. 'Tbe elector) tn each State shall have the qualifications requisite for electors of tbe most numerous branoh of tbe State legislature. When vacancies happen iu the representation of any State in tbe Sennte tbe Exoouiive authority of snob State shall issue writs of eleotiou to fill snob vacnnoies, provided (bat tbe legielaiare of auy State may em power tbe Executive thereof i to make temporary oppoiutmenls until the peo ple fill tbe vacancies by election as the legislature may direct. This A meudment shall not be so construed as to affect tbe election term of auy Senator chosen before it becomes valid is part of tbe Constitution." shine in celebration of the signing of tbe Declaration has caused municipal ities iu all parts of the country to de oide to "tlaze forth gloiioosly" in commemoration of the birth of tbe republic Predictions have been made that before many years pass the ex plosives that oause sudden death, make oripples, wreck nerves and are responsible for heavy Are losses will be in evideooe only in glass oases in mu seums with other relios of an unen lightened past. - When President Taft oompelled tbe people of Arizona to strike tbe judi cial Recall out of their proposed Con stitution as a condition to their ad mission to statehood, he set them a tbinking fuitber. Tbe result is that tbe Arizona legislature has not only placed before the people of their State a proposal to reinsert tbe judicial Recall for State judges but has onaot ed an Advisory Kecall for Federal judges. Tbe latter is unique. Vet tbe people of other states may find it worth adopting as a check upon tbe Presidential creation of judicial gymnasts like Judge Hauford. Tbe new homestead law whiob President Taft signed last week, was passed by congress on tbe theory that it would operate to obeok the efflux of Amerioans to tbe Canadian north west. It permits entrymen on public lands to prove their claims at the end of three instead of five years, allow ing five months' absenoe from a claim eaoh year, and reducing the aoreage to be cultivated on large claims from 80 to 40 aores, Ibe Stars and Stripes will glisten at tho Swedish capital, in the Olym pic games. American prestige and Ameiioan fame will rise as the inter national contests for tbe glory of ath letio supremaoy go on. Mr. A; M. Johnson is pleased to learn that tbe Umatilla County. That tbe home of the Sons and Daughters of Umatilla County Pioneeis belong to Westounooue will question, in view of tbe fact that tbe parent organization is established there, nnd there is no question of doubt that Mr. Johnson and other sous and daughters of pioneers resid ing in this vioiuity will be as pleased to meet at Weston once a year m tbey would at auy other place in the county. Mr. Johnson's interest was manifested zealously iu an unseltlsb oause. In 189 I became interested in raid ing newspaper reports of the Edmln-ton-Blake murder case. Alan Kdiuin ton and Edna BInUe were lovers. Mr. ISlnke, Edna's father, opposed the car riage. One night be was murdered in tho vestibule of his residence. His daughter was out and returned n few minutes after the murder must have been committed. Neither she nor Ed mlnton could account for where they had been during the evening. A sin gular feature whs that t hey did not try to establish an alibi. They simply let the matter go by default. There was no circumstantial evidence against Miss Blaise, and tho only circumstan tial evidence against Edmlnton was Mr. Blake's opposition to his mar riage with Edna, taken in connection with Edmlnton's inability to account for his whereabouts at tho time of the murder. Edmlnton was convicted, but owing to tho weakness of the testimo ny against him was let off with twen ty years' Imprisonment. One morning about ten years Inter my friend Carl Strelitz camo into my ofllce, evidently with something of Im portance on bis mind. lie snld: "1 have just como In from yachting and wish tfi consult you about a mat ter of importance that has fallen Into my hands. We were crulslnjr off New port. I was sitting on deck smoking when I saw n bottle In the water. I fished it out nnd, drawing the cork, took out this paper." He banded It to me, and I read: Ghlp Albfitross, Off East Coast of Africa, Aug. 5, 1SD2. W'6 are lost. Whoever finds this go to No. street, .New York, and In southwest corner room on fifth story tnke up plunk In middle of floor. You will And Important papers. ItALPIl HARDINO. "I don't like being mixed up in such affairs," snld Strelitz, "What would you do?" "Go and see what It menus, of course. I will go with you if y-.i like." Tho offer was ncccptetl, and we went to tho place designated. We found a building of questionable- character sa loon below and furnished rooms above. We acquainted the owuer with our mis sion, nnd with his consent, taking a carpenter, wo went to the room de scribed aud lifted several boards in -the center of the floor. Between two Jol.sts wo fouud a bundle wrapped in brown paper. What It contained filled me with sur prise nnd n satisfaction I have never felt before or since. Calling a carriage, Strelitz and I took the bundle to tho chief of polk-o. Theu, hunting In the directory for tho address of Miss Edna Blake, we drove to her house. We found a young wouinu of thirty who looked nearer forty. 1 gave her the facts concerning tho bottle and the finding of tho bundle. Then i said to her: Miss Blake, Mr. Edmlnton Is Inno cent of tho murder of your father." "I know it" "By papers found today It nppeara that ono Jorbort. alias 'Slippery Jim,' followed your father luto tho vestibule of hla bouse, killed hint nnd took from his pocket $10,000 In United States bonds. Not daring to dispose of them, he hid them under the floor, and, being shot to death while housebreaking, be fore dying bo communicated his secret to his pal, Harding. Tho papers and tho bouds are Iu tho hands of tho po lice, but they belong to you." Miss Blake uttered never a word, but, golug to a sofa, burled her face in a pillow. When she became composed she entered the carriage with us. aud we drove to the depot mid In a few hours were nt the prison .vtunv Ed ntlntou was confined. 1 had iCsvivcd tit tho time of this man's incarceration never again to be come Interested in a murder case. Now that I witnessed the announcement of Edna Blake to him that the true mur derer was known, they were vindicat ed and he would soon be a free man 1 felt thatj there may be a bright side even to" a murder case. , Soon after Edmlnton's release Strel itz and I were invited to witness a quiet marriage between him and Miss Biuke. Indeed, we wert the only guests present, for those who had been near to them had thrown them both over upon Edmlnton's conviction. After the ceremony Edminton said to me: ' "You gentlemen have been the in struments through whom we hare been saved from further suffering, and to you, find you alone, I will confide the secret of where we were on the night of the murder. We were then ten years younger than now and more imprudent. We went to a hotel to be married. I went out to find a minister and had poor success. When I re turned Edna persuaded me to defer the matter. I took her borne and left her at the lowest step of tbe door of ler house. "When I was arrested for the mur der it at once occurred to me that to prove an alibi I should have to ac knowledge that Edna and I hnd been to a hotel together. No one would have believed that we had gone there for an innocent purpose. Edna's good name would have been ruined. She begged me to confess to our where abouts, but I resolutely declined." "He preferred Imprisonment," said his wife. The gratitude, the reverence expressed in her eyes was worth the eacrlffce. There la very little Influence wnere there Is not great oympathy.
