GOVERNORS W ORGANIZE Movement Would Ally Western Exe cutires for Good of States. A movement is on foot among the governors of western states to form a tentative allianoe among themselves for the better interests of Oregon, Washington, California, Arizona, Utah, Nevada, Idaho and Montana. The proposal was first made by Gover nor Spry ot Utah, and a conference will be called by Governor Hay of Wasdington, for Spokano perhaps on August 15th. Governor Benson has rooeived a lotter from Governor Hay declaring the rapid growth of this country de velops problems, and opportunities demanding legislative action. "An individaal state," wrote Gov ernor Hay, "is confronted at times with problems pertaining only to it self, but the oouasion sooner or later arises when tue same problem presents itself to other statos and concerted action of the western representation in the passage of snoh an act will result iu tbo ultimate advantage of the eutiie section. A general discussion of our present and future problems by the governors, and United States senators and congressmen, will undoubtedly result in a program of couoetted ao tion, bringing much good to the states, individually and colleotively." Several suggestions as to the time and plaoe of meeting was made. Gov ernor Hay favors Spokane, as the national irrigation congress will be held there at that time. Beware of the Celluloid Collar.
