If tbe judgment of others wbo know
the men may be taken as corroborative
this view of both Cortelyou and Hitch
cock seems to be amply warranted.
It would be remarkable in a way if
it were not true that both are out
classed by men of tbe president's wide
training. Cortelyon began as steno
grapher to Cleveland, and has been in
the departments ever since. Hitcboook
graduated at Harvard and at once got
a job in the department of agrioulture,
and has been in the government employ
ever since. Both are expert department
men. But tbat sort of training has
never before fitted men for great re
sponsibilities. It is a mistake to enoourage tbe idea
tbat snob men are oapable of assum
ing the larger responsibilities of gov
ernment. For if tbat idea beoomes
once popularized every department of
government will get into the hands of
men whose talent is essentially cleri
cal. The detail work of every depart
ment must be in the civil service. But
the originating mind of tbe men of
wide acquaintance with men and
affairs cau not safely be dispensed
with in laying ont the work.

Pinobot is said to be slated to succeed
Seoretary Wilson, when tbe latter re

DROPS THE COMIC SUPPLEMENT
The Boston Herald has abandoned
its oomio supplement on the ground
tbat "oomio supplements have ceased
to be oomio," that they laok any sem
blance of art, tbeir coloring is neces
sarily tawdry, and tbe ideas tbey con
vey are not elevating. The New York
Post and other influential papers ap
plaud the aotion.
As might be expeoted, the art editors
of papers which have exploited tbe
"Sunday oomio" rally to its defense.
It is notioeable, however, that they
hasten to guard their reputation as art
editors by explaining tbeir own dis
taste for the oolored snpplemnet, say
ing it is not for them tbat it is pub
lished bat for children who need
picture stories and for grownups "with
crippled eduoational opportunities."
There is muoh to be said on both
sides of the question, because tbe
supplements are usually uneven in
quality. Tbey mingle good and in
different cartoons with some tbat are
of exceedingly doubtful moral value.
High-class contributors deteriorate
nudor pressure of work, and sometimes
it is bard to find enough really funny
things in a hurry to fill tbe sheets.
Even tbe humorists are subject to
brainfag.
Many peopln throw tho supplements
away without a glance, and iu some
homes of refinement tbe oolored sec
tions are carefully kept from the
children. Tbere is plenty of room
for improvement and the remedy
wonld seem to lie in raising the stau
dard rather than in total elimination
of this feature, for there are many
readers of the daily papers wbo can not
afford to buy the comic weeklies for
their families. Moreover, tbe week
lies are not for obildreo and the news
papers have the chance to furnish
eomethiug really good in the juvenile
line. Hew is an opportunity for the
art editors wbo have acknowledged
tbeir repsonsibility for tbe comics. A
few square feet of epaoe might be
