they understand better than the Amer
ican man the outward accomplishments
of social life, for sooial life in Europe,

high and low classes, attached to
which is an unquestioning deference
from low to high, as flattering as it is
strange to American experience, is

olution proposing this as a constitu
tional amendment, but it bas always
been voted down or ignored by tbe
senate.
Tbe reason is plain, and it is one
that should strengthen tbe resolution
of tbe people of Oregon to bold on o
tbis new power and impel tbe people
of other states to follow Oregon's ex
ample. The reason ia simply tbis
Tbe senate is not representative of tbe
people, and knows it. Worse, it does
not intend or desire to be so. It is
representative chiefly of large special
interests railroads, express com
punies, Standard Oil, the steel trust,
tbe sugar and tobacoo trusts, and so on
and so not only cannot represent the
people generally, but on numerous oo
oasions and indeed as a rule, represents
those who seek to impose upon and op
press the people.

To say that he shall be kept out be

obeyed tbe wish of the people of the
state, when the right of no one who

bribery ia questioned, would be too
hideous a joke for even tbe senate to

The senate, that is tbe majority as
controlled by its leaders, not only
knows it, aud ia afraid of tbem. It
doea not trust the people, aud knows
that tbe sonate cannot be trusted by
the people. Hence, it wants to keep
as far away from the people, as far re
moved from their power, as possible,
and so of course does not like tbe Ore
gon elections of tbis June and next
January. But it is not likely to go to
the extreme of denying Chamberlain

was reported to tbe bank oommis
sioner by one of its examiners a few

Tbe bank commissioner at once visi
ted the bauk iu person aud found that
the total deposits were about $31,000.

A DESERT SANDSTORM.

What it means to encounter a sand
storm In tbe desert of Sahara is de
scribed by Mrs. Palmer Thomas: "Few
things bring such a sense of utter
powerlessness as a desert sandstorm,
and I shall never forget my experience
of one. Our dragoman one day sudden
ly called our attention to a darkening
horizon line. 'See,' be said; 'sandstorm
comes. No man will ride in such. We
had barely time to dismount and make
the camels kneel In a circle on the
sand before tbe storm was upon us.
Each man threw his kaftan over tbe
peaks of his saddle and crouched with
in tbe shelter it afforded and that
formed by tbe .animal's body behind
him, while I nestled in tbe hollow
formed by my camel's neck and shoul
der, drawing tbe folds of tbe blanket
like stuff tightly over me. Tbe wise
beast, knowing what was coming,
turned her long neck right round and
laid ber head on my knees, seeking tbe
protection of my cloak for her eyes
against the sand, whicb, driven by tbe
fury of tbe wind, struck tbe face like
powdered glass.
"But I looked out upou the scene na
long as I could, watching what appear
ed to be a mass of brown gauze veils
streaming up across the sky, darkening
the sunlight and gradually blotting out
everything from our sight An icy
wind preceded the cloud, increasing In
intensity every minute until tbe sound
of its roaring made one's own voice
inaudible, while the darkness became
that of densest night. And so we sat
silent in tbe noise and the blackness
until the hurricane abated. Then, look
lng out again, I saw the brownish
mass of cloud flying before the wind
away toward the Nile, some forty
miles distant, and the cloudless blue of
a March sky in Egypt once more over
spread above ns.
"But tbe legs of our beasts were ah
covered with the sand that had fallen,
and notwithstanding my sheltered po
sition the sand was lying on my dress
and hat and was thick upon us. For
some time we watched the brown
cloud losing itself in the immensity of
the desert, where the whitening bones
of animals tell with sad frequency of
the overwhelming fury of these sud
den tempests; then we mounted and

Cases Where These Marine Monsters
Have Attacked Vessels.
While cruising in the south seas the
whaler Essex on Nov. 20, 1S20, was fu
riously attacked by a cow sperm whale
supposed to have been the mother of a
calf which had Just been harpooned.
The whale had not been wounded her
self, and her attack was very deter
mined. At her first rush sha passed
under the Essex and carried away a
great length of her false keel. Then,
coming to the surface a considerable
distance away, she appeared to take
bearings and deliberately charged the
vessel again, ramming her with such
violence that she stove in the bows,
while tbe ship rolled so heavily that
the captain thought she must be dis
mantled. The case is memorable be
cause the crew had to abandon the
vessel, and oue boat was never heard
of again.
A more singular Instance of a whale
attacking a vessel occurred in 1805.
The singularity lies in the fact that In
the case of the Handa Isle the attack
was entirely unprovoked. This vessel,
a brlgantlue of 2G0 tons, was on her
way to Syduey with a cargo of timber,
On Aug. 24, about noon, a couple of
sperm whales rose very close to the
vessel and, while the crew watched
them "sporting" across her bows, the
pair suddenly slued around and came
straight for her. One thought better
of it and dived below the Uanda Isle.
The other struck her fair and square
on the beam, crushing in ber timbers.
Ilaving rammed the ship in this reso
lute fashion It sheered off, terribly
damaged about the head, and present
ly sank tail first
Fortunately there were some pack
ages of rawhides on board, and the
crew were able to keep the vessel
afloat with the pumps until a rough
and ready collision mat had been fash
ioned out of these and drawn over the
